Job summary

Interhill Property Development Sdn. Bhd. in Malaysia seeks a Contract Manager to lead pre- and post-contract activities across property development projects.

You will draft, negotiate, and manage contracts, ensure compliance with Malaysian laws, and protect commercial interests. Qualifications

  • Bachelor’s degree in quantity surveying, Construction Management, or related field.
  • Minimum 6–10 years of relevant experience in property development or construction contracting.
  • Strong knowledge of PAM contracts, CIDB guidelines, and Malaysian construction laws.
  • Experience in contract drafting, negotiation, procurement, and dispute resolution.

Responsibilities

  • Lead and supervise the contract team in tendering, procurement, contract administration, and claims.
  • Establish and implement contract governance, workflows, and documentation standards.
  • Provide commercial and contractual guidance to project teams and management.
  • Develop tender strategies, sourcing plans, contract award frameworks, and risk assessments.
  • Prepare and review tender documents, Bills of Quantities (BQ), pricing schedules, LOA, and contractual terms.
  • Evaluate tenders, lead negotiations with contractors, subcontractors, and consultants, and prepare award recommendations.
  • Drive Value Engineering (VE) and feasibility alignment.
  • Draft, review, and negotiate all major contract documents including Main contracts, Subcontracts, Consultancy appointment, Letters of Award (LOA), Supplementary agreements and variation instructions
  • Ensure compliance with PAM contract, CIDB requirements, Housing Development Ordinance, and all statutory obligations.
  • Advise management on key contractual clauses, liabilities, indemnities, insurance requirements, LAD, and termination rights.
  • Oversee the full post-contract process including variations, EOT, progressive claims, remeasurement, final accounts, and contractual compliance.
  • Review and certify contractors’ and subcontractors’ claims and payments.
  • Ensure proper documentation and records are maintained for audit and dispute purposes.
  • Monitor contractual obligations, deliverables, timelines, and performance to ensure compliance.
  • Identify commercial and legal risks at pre- and post-contract stages.
  • Develop mitigation plans and provide contractual advice to prevent claims or disputes.
  • Ensure compliance with statutory requirements, industry standards, and internal policies.
  • Lead claim strategy for VO, EOT and LAD matters.
  • Prepare documentation for adjudication, arbitration, or other legal proceedings when required.
  • Liaise with external legal counsel, consultants, and management on dispute matters.
  • Prepare commercial reports, risk assessments, budget updates, and contract status updates for senior management.
  • Attend consultant, contractor, and project meetings
  • Build strong relationships with consultants, contractors, suppliers, legal advisors, and regulatory authorities.

Job description

The Contract Manager is responsible for leading and managing the full spectrum of pre- and post-contract activities across all property development projects. This role safeguards the company’s commercial and legal interests through effective contract drafting, negotiation, risk management, cost control, and dispute resolution. A strong understanding of Malaysian standard forms of contract is essential.

2. KEY RESPONSIBILITIES

Lead and supervise the contract team in tendering, procurement, contract administration, and claims.

Establish and implement contract governance, workflows, and documentation standards.

B. Pre-Contract Responsibilities

Develop tender strategies, sourcing plans, contract award frameworks, and risk assessments.

Evaluate tenders, lead negotiations with contractors, subcontractors, and consultants, and prepare award recommendations.
