CR SEA (Malaysia) Sdn. Bhd. is seeking an experienced Tender & Contract Manager to join our Tender Department at our Headquarters in Bangsar South City, Kuala Lumpur.

The role focuses on tender management, cost estimation, contract negotiation and business development within the construction industry. Responsibilities include leading end-to-end tender processes, reviewing BQ and cost estimates, coordinating with stakeholders, and driving commercial strategies.

Qualificações

• Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, Commercial Management or related field.
• Minimum 6 years of relevant experience in the Malaysian construction industry, including at least 2 years in a managerial or team leadership role.
• Strong knowledge of tendering, estimating, BQ preparation, cost estimation, pricing strategies and construction contracts.
• Solid contract knowledge of FIDIC, PAM, PWD/JKR, and other standard forms used in Malaysia
• Proficient in Glodon or other estimating/quantity take-off software, Microsoft Excel and Microsoft Office.

ABOUT THE ROLE

CR SEA (Malaysia) Sdn. Bhd. is seeking an experienced Tender & Contract Manager to join our Tender Department at our Headquarters in Bangsar South City, Kuala Lumpur. The role focuses on tender management, cost estimation, contract negotiation and business development within the construction industry.

Key Responsibilities:

Lead the end-to-end tender process, including tender sourcing, bid/no-bid assessment, pricing, submission and post-tender negotiations.

Review Bills of Quantities (BQ), cost estimates, quantity take-offs, pricing schedules and tender documents.

Coordinate with consultants, suppliers, subcontractors and internal teams to obtain competitive quotations.

2. Business Development

Identify new business opportunities and develop market expansion strategies in Malaysia.

Build and maintain relationships with developers, consultants, government agencies, contractors and key stakeholders.

Monitor market trends, competitor activities and upcoming projects.

Maintain and update tender databases, including historical rates, supplier pricing, project references and contract terms.

Prepare tender pipeline updates, win/loss analysis and commercial reports to support decision-making.

4. Commercial & Contract Negotiation

Lead negotiations on pricing, payment terms, variations, scope and other commercial conditions.

Review, negotiate and manage contracts and subcontract agreements.

Identify contractual risks and ensure proper risk allocation, with knowledge of FIDIC, PAM, PWD/JKR and other standard Malaysian contract forms.

Manage the tendering department's workload, team structure and tender submissions.

Supervise, coach and develop team members while ensuring quality, compliance and timely submission.

Provide commercial advice and support project teams during contract handover and project commencement.

6. Other Responsibilities

Ensure compliance with company policies, CIDB requirements and applicable laws.

Perform other duties as assigned by the General Manager/Management.

Requirements:

Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, Commercial Management or a related field.

Minimum 6 years of relevant experience in the Malaysian construction industry, including at least 2 years in a managerial or team leadership role.

Strong knowledge of tendering, estimating, BQ preparation, cost estimation, pricing strategies and construction contracts.

Good command of English; proficiency in Bahasa Malaysia and/or Mandarinn is an advantage.

Established industry network and market knowledge in Malaysia.

Willingness to travel as required.
