Hengyuan Refining Company Berhad is seeking a Buyer, Service / Project to join our Contract & Procurement team. The successful candidate will support end-to-end procurement activities covering refinery operations, services, projects, CAPEX requirements and Turnaround activities, ensuring timely, compliant and commercially effective procurement execution.
Support the Lead Buyer / Senior Buyer in managing end-to-end procurement activities for services, projects, operational and CAPEX requirements.
Prepare and issue Request for Proposal (RFP) / quotation requests, evaluate proposals, conduct commercial negotiations and support purchase order (PO) issuance.
Manage the procurement cycle from PO creation through to completion and delivery of goods/services.
Develop and implement effective expediting strategies to ensure timely delivery of materials, equipment and services.
Manage assigned strategic and tactical contracts with varying levels of commercial and operational complexity.
Support procurement activities for HRC refinery operations, projects and Turnaround requirements.
Monitor supplier and contractor performance and resolve issues relating to delivery, quality, commercial matters and contractual requirements.
Ensure all procurement and contract activities comply with company policies, procedures, governance and ISO requirements.
Maintain accurate, complete, auditable and traceable procurement documentation.
Establish and maintain strong working relationships with internal stakeholders, suppliers, contractors and supply chain representatives.
Identify opportunities for cost savings, value improvement, process optimisation and procurement best practices.
Support contract management, supplier management and performance improvement initiatives.
Keep abreast of market trends, supplier developments, procurement practices and applicable import/export requirements.
Bachelor’s Degree in Business, Law, Engineering, Supply Chain Management or a related field.
Candidates with an additional 2 -3 years of relevant procurement/purchasing experience in lieu of a degree may be considered.
Minimum 1 year of relevant purchasing/procurement experience, including sourcing, quotation/tender evaluation, negotiation, PO preparation and administration.
Experience in the Oil & Gas industry is preferred.
Good knowledge of contract and procurement policies, procedures, strategies and compliance requirements.
Strong stakeholder management, negotiation, communication and interpersonal skills.
Good analytical and reporting skills.
Able to work independently, take initiative and provide practical recommendations.
Proficient in SAP and Microsoft Excel; experience with supply chain management systems is an advantage.
Good understanding of supplier management, market analysis, cost optimization, contract management and the Requisition-to-Pay (RTP) process.
