Job summary

Hengyuan Refining Company Berhad seeks a Buyer, Service / Project to support Contract & Procurement on a 1-year contract. The role covers procurement for refinery operations, services, projects, CAPEX and Turnaround, ensuring timely, compliant and cost-effective execution.

Key tasks include assisting with RFPs, evaluating proposals, negotiating with suppliers, and managing the PO cycle while maintaining rigorous documentation and supplier performance.

Qualifications

• Bachelor’s Degree in Business, Law, Engineering, or Supply Chain Management or related field.
• 1 year of relevant purchasing/procurement experience required.
• Experience in sourcing, tender evaluation, negotiation, PO prep and administration.
• Oil & Gas industry experience is a plus.

Responsibilities

• Support end-to-end procurement activities for services, projects, CAPEX and Turnaround.
• Prepare and issue RFPs and request quotations, evaluate proposals and negotiate commercially.
• Manage PO creation through delivery of goods/services and supplier performance.
• Develop expediting strategies to ensure timely delivery of materials and services.
• Ensure compliance with policies, procedures, ISO requirements and HSSE.
