Job summary

Private & Confidential is seeking an experienced HR professional to lead recruitment, payroll, and HR governance. The role requires collaboration with department heads to plan staffing, implement onboarding, and drive performance management.

Applicants should have a strong grasp of Malaysian labour laws, confidentiality, and the ability to manage end-to-end HR functions with integrity. Immediate or soon-start candidates are preferred.

Qualifications

  • Bachelor’s degree in HR/BA or related field.
  • 4–5 years HR experience with 2–3 years in a senior/supervisory capacity.
  • Experience in Property Development / Construction is an advantage.
  • Strong knowledge of local labour laws and HR best practices.
  • Discretion and ability to handle confidential information with integrity.

Responsibilities

  • Manage the full recruitment lifecycle from requisition to onboarding.
  • Partner with Heads of Department to plan manpower and staffing.
  • Coordinate onboarding and orientation for new hires.
  • Develop recruitment strategies, employer branding, and talent pipelines.
  • Oversee payroll processing in line with regulations and company policy.
  • Benchmark compensation and benefits against market trends and internal equity.
  • Develop salary structures and remuneration frameworks.
  • Ensure accurate administration of statutory contributions, benefits, and leave management.
  • Support HR governance, policies, and SOPs across the organisation.
  • Coordinate internal and external training and HR development initiatives.

Duties & Responsibilities:
1. Recruitment & Talent Acquisition
  • Manage the full recruitment lifecycle, including manpower requisition, sourcing, screening, interviewing, selection, offer management, and onboarding.
  • Partner with Heads of Department to develop manpower plans and fulfil workforce requirements in a timely manner.
  • Coordinate and facilitate employee onboarding and orientation programmes to ensure smooth integration of new hires.
  • Develop and implement effective recruitment strategies, employer branding initiatives, and talent pipelines to attract quality candidates.
  • Oversee the monthly payroll process to ensure accuracy, timeliness, and compliance with statutory requirements and Company policies.
  • Ensure payroll administration complies with all applicable Malaysian employment legislation and statutory regulations.
  • Review and benchmark compensation and benefits against market trends to maintain internal equity and external competitiveness.
  • Support the development and implementation of salary structures, remuneration frameworks, incentive schemes, and employee benefits.
  • Ensure accurate administration of statutory contributions, employee benefits, insurance, and leave management.
3. Performance Management
  • Support the implementation and continuous enhancement of the Company's Performance Management System, including KRA, KPI, and competency frameworks.
  • Coordinate and monitor annual performance appraisal cycles to ensure timely completion and proper documentation.
  • Provide guidance to managers on performance evaluation, goal setting, coaching, and performance improvement plans (PIPs).
4. HR Governance & Organisational Development
  • Support the development, review, and implementation of HR policies, procedures, frameworks, and Standard Operating Procedures (SOPs) in line with Management's direction and business needs.
  • Ensure consistency and standardisation of HR processes, approval workflows, and documentation across the organisation.
  • Maintain accurate HR records and ensure compliance with internal governance requirements and statutory regulations.
  • Review and improve HR systems, workflows, and operational processes to enhance efficiency, effectiveness, and internal controls.
  • Support organisational restructuring, job evaluation, workforce planning, and HR transformation initiatives where applicable.
  • Develop, coordinate, and monitor the Company's annual training and development plans.
  • Manage HRD Corp registrations, grants, claims, and training-related compliance requirements.
  • Coordinate internal and external training programmes to support employee competency development.
  • Evaluate training effectiveness and recommend continuous learning initiatives aligned with organisational objectives
6. Industrial Relations & Labour Law Compliance
  • Ensure compliance with the Employment Act, Industrial Relations Act, and all relevant Malaysian labour legislation and statutory requirements.
  • Lead and manage disciplinary matters, including misconduct investigations, issuance of show cause letters, domestic inquiries, counselling sessions, and termination processes in accordance with Company policies and legal requirements.
  • Provide advice and guidance to Management on employee relations and industrial relations matters.
  • Maintain proper documentation and records for disciplinary, grievance, and industrial relations cases while ensuring confidentiality.
Job Requirements:
  • Bachelor’s Degree in Human Resources, Business Administration, or a related field.
  • Minimum 4 - 5 years of relevant Human Resources experience, with at least 2–3 years in a senior or supervisory capacity;
  • Relevant experience in the Property Development / Construction industry will be an added advantage.
  • Strong knowledge of local labor laws and HR best practices;
  • Proven ability to manage end-to-end HR functions independently;
  • Good interpersonal, communication, and management skills;
  • Detail-oriented, proactive, and able to handle confidential information with integrity;
  • Candidates who are available for immediate employment or able to join within one (1) month will have an added advantage.
