Keysight Technologies is seeking a Staffing Manager to lead a team of 6–8 recruiters supporting talent acquisition across APAC, including Malaysia, Singapore, Japan, Korea, India, and China. This role owns regional recruiting strategy, oversees full-cycle recruiting, and partners with HR leaders to meet hiring goals in a fast-paced, technical, multinational environment.

The ideal candidate has 3–5 years of people management experience, strong APAC recruiting experience, and fluency in English.

Qualifikationen

• Strong background in recruiting across multiple APAC countries.
• 3–5 years of people management experience, ideally leading recruiting or HR teams.
• Familiarity with iCIMS or comparable applicant tracking systems.
• Solid understanding of technology, software, and/or hardware industry and its talent market.
• Proven ability to operate effectively within a large, global, matrixed organization.
• Excellent spoken and written English; additional regional languages a plus.
• Bachelor's degree in Human Resources, Business, or related field, or equivalent experience.
• Willingness to travel within the region and flexibility to work across APAC time zones.

Aufgaben

• Lead, coach, and develop a team of 6–8 recruiters across APAC countries, setting goals and monitoring performance against hiring targets and SLAs.
• Partner with hiring managers and HR business partners to understand workforce plans and build recruiting strategies.
• Oversee full-cycle recruiting from sourcing to close with a high-quality candidate experience.
• Drive use of ATS tools to maintain data integrity, pipeline visibility, and metrics reporting.
• Ensure recruiting practices comply with local labor laws and global standards across APAC countries.
• Collaborate with global TA leadership and cross-functional stakeholders to align regional practices with company initiatives.
• Manage vendor and agency relationships as needed to supplement sourcing.
• Drive employee branding locally and with regional peers; oversee onboarding activities for Keysight globally.
• Communicate hiring progress and market insights to senior leadership regularly.
