Winchester Interconnect (M) Sdn Bhd in Penang is seeking an experienced HR Business Partner to support APAC operations, focusing on China, Malaysia, and Thailand. You will align HR strategies with business needs, partnering with regional leaders to drive talent planning, organizational design, and leadership development.

The role requires 10+ years of HR experience, at least 3 years as an HRBP/HR Manager across multi-country APAC, and fluency in English and Mandarin.

Qualifications

• 10+ years of progressive HR experience in APAC
• Minimum 3 years as HR Business Partner or HR Manager covering multi-country APAC operations
• Business fluency in English and Mandarin (written and spoken)
• Knowledge of employment regulations across APAC markets (China, Malaysia, Thailand)
• Willingness to travel ~25–30%

Responsibilities

• Partner with regional business leaders to align HR strategies with business goals across China, Malaysia, and Thailand
• Serve as trusted advisor on organizational design, workforce strategy, change management, and leadership development
• Analyze workforce metrics and HR analytics to identify trends and propose solutions
• Drive strategic hiring initiatives across APAC to meet regional growth targets
• Lead talent review, succession planning, and performance management cycles for assigned regions
• Design and implement localized retention and engagement initiatives to foster a high-performing culture
• Maintain up-to-date knowledge of labor laws across APAC to ensure compliance and mitigate risks
• Manage complex employee relations, investigations, and guidance on disciplinary actions or terminations
• Collaborate with legal counsel and vendors on visas, contracts, and statutory benefits compliance per jurisdiction
• Support localized rollouts of global HR initiatives and optimize local HR processes for APAC efficiency
