Celestica in Monterrey, NL, seeks an HR Business Manager to serve as the site HR Lead for 400 to 1,000 employees. You will partner with the General Manager and senior leadership to shape culture, lead labor relations strategies, and drive organizational change.

This role requires strategic HR leadership in a manufacturing setting, deep knowledge of Mexican labor laws, and hands-on experience with labor unions, HR programs, and talent assessments.

Formación

• 7 to 10 years of progressive HR experience with a heavy emphasis on Labor Relations and Union negotiations within Mexico.
• Bachelor’s degree in Human Resources, Business Administration, Law, or related field.
• Deep understanding of Mexican labor laws, government regulations, and experience in World Class Manufacturing (WCM) or Six Sigma environments is preferred.
• Proven ability to coach leaders, negotiate with tact, and build cross-functional relationships.
• Experience with modern HRIS platforms and proficiency in Excel, PowerPoint, Word, and Visio.

• Strategic Leadership: Lead a diverse team of HR professionals and manage 3–5 year objectives and department budgets.
• Executive Advisory: Advise General Manager and site leadership on organizational changes, workforce planning, and talent assessments.
• Talent & Culture Management: Roll out Corporate HR programs (Compensation/Benefits, Performance Development, Employee Engagement, Talent Management).
• Compliance & Investigations: Conduct internal investigations with confidentiality and coordinate with legal counsel to mitigate risk.

The Opportunity

We are seeking a strategic, highly collaborative HR Business Manager to serve as the site HR Lead for our Monterrey operations (supporting a workforce of 400 to 1,000 employees).

In this role, you won't just manage policies; you will partner directly with the General Manager and senior leadership to shape site culture, lead critical labor relations strategies, and drive organizational change. Key Responsibilities

• Labor Relations & Union Strategy: Serve as the company’s Bargaining Agent for local labor negotiations. Develop local bargaining strategies, interpret collective bargaining agreements, and maintain proactive, positive union-management relations.
• Strategic Leadership: Provide direct and indirect leadership to a diverse team of HR professionals. Establish 3-to-5-year organizational objectives and manage department goals and budgets.
• Executive Advisory: Act as a trusted counsel to the General Manager and site leadership on all organizational changes, workforce planning, restructuring, and talent assessments.
• Talent & Culture Management: Lead the site-wide rollout of Corporate HR programs (Compensation/Benefits, Performance Development, Employee Engagement Surveys, and Talent Management).
• Compliance & Investigations: Conduct thorough internal investigations with the utmost confidentiality, partnering with legal counsel as needed to mitigate risk and ensure a fair, compliant workplace.

What You Bring

• Experience: 7 to 10 years of progressive HR experience, with a heavy emphasis on Labor Relations and Union negotiations within Mexico.
• Education: Bachelor’s degree in Human Resources, Business Administration, Law, or a related field (or an equivalent combination of education and experience).
• Industry Acumen: Deep understanding of Mexican labor laws, government regulations, and ideally, experience working within World Class Manufacturing (WCM) or Six Sigma environments.
• Leadership Style: A proven ability to coach leaders, negotiate with tact, and build cross-functional relationships across all levels of an organization.
• Technical Savvy: Experience with modern HRIS platforms and proficiency in standard corporate tools (Excel, PowerPoint, Word, Visio).

Working Conditions

• This role is fully on-site in Apodaca, NL.
