Qualifications

Responsibilities

• Manage the implementation and coordination of IT information systems across multiple projects and workstreams.
• Develop comprehensive project plans covering scope, schedules, budgets, resources, quality, and risks.
• Coordinate activities, teams, deliverables, and dependencies across international workstreams.
• Monitor progress, costs, timelines, and resource utilisation, taking corrective action when required.
• Manage project risks, issues, changes, and quality control.
• Lead project teams, review deliverables, and ensure alignment with objectives.
• Facilitate meetings and stakeholder discussions; maintain dashboards and progress reports.
• Establish structured stakeholder communication plans and provide updates to senior management.
• Prepare project documentation, status reports, and management updates.
• Support delivery of information systems related to transport data, CO₂ emissions, energy efficiency, policy modelling, and transport research.

Job description

We are looking for an experienced Advanced Project Manager to manage the implementation and coordination of IT information systems supporting European Commission initiatives in sustainable transport, energy efficiency, transport decarbonisation, and EU policy implementation.

The successful candidate will oversee project planning, resource allocation, delivery, quality assurance, risk management, stakeholder coordination, and reporting across multiple projects and workstreams in an international, multilingual environment.

Key Responsibilities:

• Manage the implementation of IT projects and information systems to meet business requirements and stakeholder expectations.
• Develop comprehensive project plans covering scope, schedules, budgets, resources, quality, and risks.
• Coordinate project activities, teams, deliverables, and dependencies across multiple workstreams.
• Work closely with business managers on project definition, business justification, and implementation.
• Monitor project progress, costs, timelines, and resource utilisation, taking corrective action when required.
• Manage project risks, issues, changes, and quality control.
• Lead project teams, review deliverables, and ensure alignment with agreed objectives.
• Facilitate project meetings, functional working groups, and stakeholder discussions.
• Maintain project plans, quality plans, dashboards, and progress reports.
• Establish structured stakeholder communication plans and provide regular updates to senior management.
• Prepare project documentation, presentations, status reports, and management updates.
• Support the delivery of information systems related to transport data, vehicle CO₂ emissions, energy efficiency, policy modelling, and transport research.

Mandatory Qualifications and Experience:

• Master’s degree or equivalent at EQF Level 7, typically corresponding to five years of higher education.
• At least 10 years of professional IT experience.
• At least 10 years of experience as a Project Manager.
• At least 10 years of experience with recognised project management methodologies, such as PM² and PRINCE2.
• At least 10 years of experience working in an international, multilingual environment.
• At least 8 years of experience managing projects in the energy and/or transport domain.
• At least 5 years of experience with enterprise platforms such as Microsoft 365.
• At least 5 years of experience using communication and training tools such as Microsoft Teams and SharePoint.
• At least 5 years of professional experience managing EU energy projects.
• At least 3 years of experience with defect tracking tools such as GitLab and GitHub, including severity, priority, and workflow management.
• At least 2 years of experience with Microsoft Project and Jira.
• At least 2 years of experience with information systems supporting EU policy modelling and implementation.
• Educational background in Electrical and Computer Engineering.
• English proficiency at B2 level or higher.

Specific Expertise:

• Project scheduling, strategic planning, budgeting, forecasting, financial modelling, and performance tracking.
• Project governance, risk management, change control, quality assurance, and stakeholder management.
• Practical knowledge of reporting methods and meeting facilitation.
• Experience with IT service management and workflow platforms such as ServiceNow.
• Professional project management experience in electricity grid-related projects.
• Basic understanding of grid integration challenges associated with electric vehicle charging infrastructure.
• Strong understanding of the road transport sector, EU policy frameworks, and emerging technologies.

Mandatory Certification:

At least one of the following certifications, or an accepted equivalent:

• Project Management Professional (PMP)
• PRINCE2

Additional advantageous certifications:

Data Management and Effective Workplace Communication.
