Job description

Nhava Sheva Distribution Terminal Private Limited

1. To give guidance to theManagement on quality, health, safety, environment, social and ensurecompliance to HSE, Environment & Social policies, procedures, andstandards.
2. To provide expert advice and assistance to management to ensure compliance to QHSE, E&S legislativerequirements and company policies and procedures
3. Ensure all environment, HSE, and social measures in the project's IESE, ESMP, ESMS, Safety Manual and other relevant plans and procedures are being effectively implemented and complied with by the project
4. Promote health, security, safety and environmentalawareness at all levels by stimulating active involvement and developing a culture that embraces zero harm to ensure zero fatalities and incidentsby providing necessary QHSE, E&S initiatives to the management team andensure they are being met
5. Take accountabilities for allQHSE, environmental and social issues and policy matters and to implement approved QHSE, E&S systems, policies, and guidelines for the company.
6. Developing, implementing and enforcing HSE policies and procedures. Establishing HSE policies and proceduresfor employees /contractors to follow in order to minimise risk in theworkplace
7. Ensure compliance to all statutory and legal requirements
8. Ensure submission of reports to internal/external agencies intime. Reviewing data to identify trends that may indicate hazards or otherconcerns
9. Ensure all emergency equipment are in good working condition andnecessary signage are displayed
10. Provide guidance for designing and implementing programs to trainemployees/contractors on proper safety techniques and procedures
11. Develop, implement, monitor and report HSE performance indicatorsto the concerned authorities
12. Investigation of all incidents and implementation of CAPA. Ensure thecosts associated with incidents are monitored and actions taken to controlthese costs
13. Involve in the purchase process of HSE items andsubmit HSE budget to management. Ensure minimum stock of PPE are maintained foremployees
14. Act as a pivotal point in internal and external audit and ensure CAPA
15. Compliance of environmental andsocial management plan in line with ADB requirement
16. Conduct of monthly HSE committeemeeting and maintain MoM
17. Liaisoning with JNPA ENV cell for monthly air water noise monitoring
18. Ensure mock drills are conducted and CAPA complied
19. Ensure disposal of hazardous waste to PCB authorised vendors(Mumbai waste managementLtd)
20. EnsureHSE compliance by the vendors in line with E&S covenants.
21. Ensure accommodation and other welfare facilities are provided to the employees
22. Closely monitor the traffic plan of the terminal and implement CAPA as necessary
23. Carry out site surveys to see that only safe work methods are in operation, that healthand safety requirements are being observed, and welfare and first aid facilities are adequate and properly maintained
24. Keep up to date with NSDTPL’s QHSE, E&S Requirements. Circulate information applicable to each level of employees
25. Identify risk on environment, social aspects and mitigate them with risk control measures including housekeeping
26. Provide assistance to HR if any for management of grievance redress for community & worker related issues
27. Advise management about changes in safety legislation, standards and other requirements related to Health, Safety & Environment
28. To ensure sufficient resources to implement ESMS, ensure compliance with this CAP, including ESMP and subplans, and ADB’s requirements.
29. To ensure Legal compliance during the operation and maintain the records of compliances.
30. To carry out Environmental and Social compliances audit by external agency. Take necessary actions on the recommendations mentioned in the audit report.
31. To Prepare an annual training calendar as per the needs assessment, ESMP, subplans, SOPs, EPRP, social requirements for operation.
32. To Deliver training to all direct and indirect staff (contractor and subcontractors) and maintain training records.
33. To Develop and implement Emergency Preparedness and Response (EPRP) in line with JNPA’s Emergency Action Plan (EAP) and Disaster Management Plan (DMP).
34. To Prepare E&S reports for YES Bank using an agreed template at regular intervals (monthly) and on annual basis to measure EHS&S performance of the terminal with respect to the requirements of this CAP, ESMS, HR MS, ESMP, climate change vulnerability assessment, and subplans.
35. To Develop occupational health & safety manual and procedures, in line with YES Bank’s requirements and applicable WBEHS guidelines.
