Job summary

CCTech is seeking a Resource Manager to lead end-to-end human capital management across projects and business units, ensuring the right talent is available at the right time and cost. You will act as the central link between Delivery, HR, and Finance to optimize staffing, timelines, and budget adherence.

The role encompasses resource allocation, bench management, capacity forecasting, budgeting, and workforce strategy, with a focus on data-driven decision making and scalable processes.

Qualifications

  • Bachelor’s degree in CS/IT; MBA preferred for HR/Operations/Finance.
  • PMP or PRINCE2 certification is highly desirable; Workday or SAP SuccessFactors certification is a plus.

Responsibilities

  • Own end-to-end resource allocation across all active projects.
  • Develop rolling 3-, 6-, and 12-month capacity plans.
  • Manage the resource cost budget, rate cards, and variances reporting.
  • Maintain a central Skills Inventory and coordinate with L&D to upskill.
  • Serve as the central liaison between Delivery, HR, Finance and C‑Suite; present dashboards.
  • Track attrition impact and coordinate continuity/backfill plans.

Job Description
Role Overview

The Resource Manager is responsible for end-to-end human capital management across projects and business units — ensuring the right talent is available at the right time and cost. The role spans resource allocation, bench management, capacity planning, budgeting, and workforce strategy, acting as the central link between Delivery, HR, and Finance.

Key Responsibilities
Resource Allocation & Demand Management
  • Own end-to-end resource allocation across all active projects; match project demands with available talent, prioritising bench resources before triggering new hiring.
  • Resolve resource conflicts and over-allocation issues; chair Weekly Resource Review Meetings (WRRMs) with Project Managers and BU Heads.
Capacity Planning & Forecasting
  • Develop rolling 3-, 6-, and 12-month capacity plans based on project pipeline, Pre-Sales signals, and business forecasts; maintain live supply-demand gap reports.
  • Build workforce scenario models (best / base / worst case) for bid stages; coordinate with Talent Acquisition for just-in-time hiring based on demand projections.
  • Own the bench pipeline — classify bench resources by skill and tenure, drive structured engagement plans (shadow allocations, internal projects, upskilling), and enforce 30/60/90-day escalation protocols.
  • Set and track bench reduction targets; monitor bench cost as a % of total payroll and proactively initiate placement pipelines 4–6 weeks before project roll-offs.
Resource Budgeting & Financial Management
  • Own the resource cost budget across all projects — maintain rate cards, billing rates, and CTC models; track plan vs. actual spend and report variances to Finance and leadership.
  • Monitor billable utilisation vs. project margin targets; generate monthly dashboards covering utilisation rate, bench cost, revenue per FTE, and overtime spend.
Skills Inventory & Workforce Development
  • Maintain a centralised Skills Inventory / Competency Matrix; conduct periodic gap analyses and partner with L&D to deploy upskilling programmes for high-demand technology areas.
  • Recommend certification programmes and training budgets; provide data‑driven inputs to Talent Acquisition on niche skills and market availability.
Stakeholder Management & Reporting
  • Serve as the central coordination point between Delivery, HR, Finance, and C‑Suite; present weekly/monthly resource health dashboards covering utilization %, bench %, and forecast accuracy.
  • Own the Resource Management module within ERP / PSA tools and ensure data accuracy across all workforce records, allocation logs, and financial reports.
Attrition Impact & Retention Support
  • Track attrition impact on project delivery; identify flight‑risk resources through data signals and coordinate with HR on continuity plans and backfill strategies.
  • Maintain succession and backup plans for critical roles on strategic accounts to ensure zero delivery disruption.

Qualifications & Experience
Educational Qualifications
  • B.E. / B.Tech in CS / IT or related field; MBA in HR, Operations, or Finance preferred.
  • PMP / PRINCE2 certification is highly desirable; Workday or SAP SuccessFactors certification is a plus.
Work Experience
  • 6–12 year experience in IT services / software; minimum 4 years in a dedicated Resource Management or PMO Workforce role managing 200+ FTEs.
  • Proven experience in bench management, resource budgeting (INR 10 Cr+ / USD 2M+), and offshore / hybrid delivery models.
  • Direct leadership role with high visibility and ownership
