Qualifications & Experience
- Master's Degree with at least 55% marks or equivalent from a recognized University/Institution. Preference to be given to candidates holding a PhD.
- Minimum 15 years of relevant administrative experience in a University, including minimum 05 years of experience as Deputy Registrar.
- Strong experience in University administration, academic governance, statutory compliance, examinations, student records, institutional documentation and regulatory affairs.
- Good working knowledge of University Acts, Statutes, Ordinances, Regulations and regulatory frameworks.
- Experience in dealing with Government/regulatory authorities, legal matters, external agencies and institutional collaborations/MoUs.
- Experience in handling statutory bodies, accreditation/NAAC processes, IQAC, AISHE, NIRF and regulatory submissions.
- Experience in managing meetings, conferences, workshops, convocations, ceremonies and major institutional events.

Job Title: Registrar
Reporting to: Vice-Chancellor / President
Brief of Job Profile:
The Registrar serves as a key administrative figure responsible for managing and maintaining accurate student records and academic information. Registrar plays a critical role in ensuring institutional compliance with educational regulations and accrediting standards. He works closely with academic departments, admissions offices, and other administrative units to coordinate and streamline processes. This position requires a unique combination of strong leadership, technical, and interpersonal skills. The Registrar must create and maintain collaborative working relationships with institutional leadership, faculty, and staff and support University programs and policies.
Roles and Responsibilities:
- 1. To act as the custodian of the Common Seal, buildings, gardens, records, library and such other property of the University.
- 2. To act as the Member Secretary to the Board of Management and the Academic Council, without the right to vote, and authorized to express his views or ideas and participate in the discussions at par with other members. As Member Secretary, the Registrar shall be responsible for ensuring the efficient conduct of the affairs of these bodies, including the timely preparation, compilation, circulation, and maintenance of meeting notices, agendas, agenda notes, minutes, resolutions, and related records. The Registrar shall undertake these responsibilities in consultation with the President and shall ensure that all relevant documents are circulated to the concerned members and stakeholders within the prescribed timelines.
- 3. To conduct with the approval of the President, official correspondences on behalf of the University.
- 4. To issue notices, under the instructions of the President and in exercise of the provisions made in the Statutes, Ordinances, concerning all meeting of the Board, Academic Council and any other committees or bodies constituted under the provisions of the Act and the Statutes.
- 5. To sign MoUs and Agreements on behalf of the University, as directed by the President.
- 6. To maintain general discipline of the University office.
- 7. To represent the University in suits and proceedings in a court of law by or against the University, sign powers of attorney and verify pleadings in consultation with the President or depute his representative for the purpose.
- 8. To prepare and submit any information of the University required by the State Government, UGC and other statutory or Regulatory Bodies in consultation with the President.
- 9. To maintain a record of all Degrees, Diplomas and Certificates conferred by the University.
- 10. To perform such other duties as may be prescribed by the Statutes, the Ordinances and Rules and Regulations of the University.
- 11. Receive complaints and suggestions in regard to the improvement of administration and consider them for appropriate action; Address conflicts or disputes related to academic policies and student records and take necessary measures to resolve them; Receiving complaints and suggestions needs to be through concerned Faculty/ Section/ Department. The methodology needs to be clearly defined to the all the officials.
- 12. Collaboratively and continuously improve the practices, policies, systems, frameworks, operational processes, service provisions, documentation, and quality management systems of all departments and sections to ensure overall statutory compliances, ISO 21001 certification, and NAAC and other accreditation.
- 13. Build relationships outside the university, including with the relevant government departments, regulatory and statutory bodies, and professional councils to act as point of contact as designated for key constituents to resolve complex issues.
- 14. Work with the faculty, staff, and students to direct activities in support of institutional success.
- 15. As a member of BSDUs senior leadership team, contribute to strategic planning and take accountability for operational planning and achievement of BSDUs institutional goals.
- 16. When required, coordinate major and minor change management projects.
- 17. Lead the organization of all major university events.
- 18. Ensure discipline in the university and shall keep the various bodies of the teachers, employees, and staff advised of the various policies and practices in the university.
- 19. To develop among teachers, employees, and students a culture of respect for the preservation of the University property.
- 20. Create the calendar, schedules and timetables in collaboration with all the faculties.
- 21. Through a systematic approach to planning, develop and integrate short-term and long-term goals designed to optimize infrastructure and services that align with the universitess pursuits.
- 22. Any other task as assigned by the President.
