Qualifications

• Diploma or Bachelor's degree in Civil Engineering.

• Advanced Excel with lookups and pivot tables; AutoCAD for quantity extraction; ERP billing is a plus.
• Ability to spot drawing discrepancies and resolve billing disputes diplomatically.
• Experience juggling multiple contractor files to meet month-end certification deadlines.

Job description

Key Responsibilities

• Billing & Certification: Prepare and verify Running Account (RA) bills, final bills, and subcontractor invoices against actual site execution, contract clauses, and agreed milestone schedules.
• Estimation & BOQ: Execute accurate quantity take-offs, cost estimations, and BOQ preparation directly from structural and architectural drawings.
• Site Verification & Measurements: Conduct on-site joint physical measurements with client representatives and subcontractor teams to maintain an auditable measurement record.
• Bar Bending Schedule (BBS): Develop precise BBS sheets from structural drawings to optimize steel cutting, minimize scrap, and audit fabrication.
• Material Reconciliation: Track incoming materials, establish monthly theoretical vs. actual consumption reports (cement, reinforcement steel, aggregates, finishing materials), and flag unapproved wastage.
• Rate Analysis & Variations: Formulate rate analysis for extra or non-BOQ items based on current market rates for labor, machinery, and material inputs.
• Documentation & Compliance: Maintain organized documentation of client approvals, site measurement books (MB), work orders, price escalation claims, and drawing revision logs.

Candidate Profile & Qualifications

• Educational Background: Diploma or Bachelor's Degree in Civil Engineering.
• Technical Competence: Sound knowledge of standard specifications (IS codes, CPWD/standard schedule of rates), material testing protocols, and construction sequencing.
• Software Proficiency: Advanced skills in Microsoft Excel (formulas, lookups, pivot tables) and standard drafting tools (AutoCAD for quantity extraction). Experience with ERP billing systems is a plus.
• Analytical & Practical Thinking: Demonstrated ability to spot drawing discrepancies, troubleshoot billing disputes at the site level, and resolve contractor claims diplomatically.
• Work Management: Proven ability to juggle multiple contractor files and meet tight month-end certification deadlines without sacrificing precision.
