We are looking for a Proposal Engineer with 3+ years of experience in Oil & Gas / EPC industry to support tendering, proposal preparation, cost estimation, and bid evaluation activities. Role Summary
The Proposal Engineer will be responsible for identifying business opportunities, researching government and private tenders, reviewing RFQs, preparing techno-commercial proposals, estimation, vendor coordination and client interactions for engineering consultancy and EPC projects.
- Identify and research Government tenders, PSU tenders, EPC tenders and private-sector RFQs relevant to the company’s engineering capabilities.
- Monitor government and tender portals regularly to identify new opportunities in Oil & Gas, Refinery, Petrochemical, Chemical, Power, Infrastructure and Industrial sectors.
- Study tender notices, NITs, RFPs, EoIs, technical specifications and eligibility requirements to assess business opportunities.
- Prepare tender opportunity summaries covering client, project, scope, estimated value, submission deadline, eligibility criteria, EMD/tender requirements and key commercial conditions.
- Review RFQs, ITTs, tender documents, specifications and drawings to understand project requirements and scope.
- Assess technical and commercial eligibility and support bid/no-bid decisions.
- Prepare techno-commercial proposals including scope of work, deliverables, assumptions, exclusions and execution methodology.
- Prepare man-hour estimates, resource plans, cost sheets and commercial summaries.
- Coordinate with Process, Mechanical, Rotating Equipment, Piping, Civil & Structural, Electrical and Instrumentation teams for proposal inputs.
- Obtain and evaluate budgetary quotations from vendors, subcontractors and OEMs.
- Prepare technical and commercial clarifications, deviations and compliance statements.
- Participate in client meetings, pre-bid meetings, technical discussions and proposal presentations.
- Support BD activities including opportunity tracking, enquiry follow-up and client coordination.
- Maintain tender, enquiry, proposal and submission trackers and ensure timely submission of bids.
- Support commercial negotiations and provide inputs on pricing, payment terms, risks and contractual conditions.
- Maintain a database of government tender portals, clients, projects, historical bids and tender outcomes for future business development.
- Prepare proposal handover documents and coordinate with project teams after order receipt.
Required Skills
- Good understanding of engineering consultancy and EPC project execution.
- Ability to interpret PFDs, P&IDs, GA drawings, equipment datasheets and technical specifications.
- Good knowledge of proposal preparation, estimation and tendering processes.
- Ability to research independently and identify relevant business opportunities and tenders.
- Good proficiency in MS Excel, Word and PowerPoint.
- Strong written and verbal communication skills.
- Good analytical, coordination and negotiation skills.
- Ability to manage multiple tenders and proposals within tight deadlines.
- Client-facing attitude with willingness to interact with domestic and international clients.
Preferred Qualification
- 3–5 years of experience in Proposals, Estimation, Business Development, Tendering, Application Engineering or Design Engineering.
- Experience in Government / PSU tendering and online tender portals will be preferred.
- Experience in Oil & Gas, Refinery, Petrochemical, Chemical, Specialty Chemical or Power projects.
- Candidates with previous experience in Piping, Mechanical or Rotating Equipment engineering will be preferred.
- Exposure to multidisciplinary engineering consultancy / EPC organizations will be an advantage.
