Role & responsibilities
Job Purpose
The Program Manager is responsible for the overall planning, implementation, monitoring, and performance management of the 108 Emergency Ambulance Services across the assigned state/region. The role ensures seamless emergency response operations, compliance with government SLAs, optimal utilization of resources, and continuous improvement in service delivery.
Key Responsibilities
Program & Operations Management
- Oversee end-to-end operations of 108 Emergency Ambulance Services across the assigned geography.
- Ensure compliance with contractual obligations, government guidelines, and SLAs.
- Monitor response times, call handling efficiency, ambulance availability, and patient outcomes.
- Coordinate with call center, fleet, medical, and field operations teams for smooth functioning.
Stakeholder & Government Coordination
- Act as the primary point of contact with State Health Department, NHM, district authorities, and other government stakeholders.
- Prepare and present operational reports, dashboards, and review presentations to government officials.
- Handle audits, inspections, and reviews conducted by government or third-party agencies.
Team Leadership & People Management
- Lead and manage regional/district program teams, including operations managers, medical officers, and support staff.
- Drive performance management, capacity building, and training initiatives for field and office teams.
- Ensure adherence to HR policies, discipline, and ethical standards.
Financial & Resource Management
- Manage program budgets, cost controls, and resource optimization.
- Track expenses related to fleet operations, manpower, consumables, and vendors.
- Coordinate with finance teams for invoicing, claims, and payments.
Fleet & Asset Management
- Ensure optimal availability and maintenance of ambulance fleet and medical equipment.
- Monitor fleet utilization, breakdowns, downtime, and compliance with safety standards.
- Coordinate with fleet vendors and maintenance partners.
Quality, Compliance & Risk Management
- Implement quality improvement initiatives to enhance patient care and service outcomes.
- Ensure compliance with clinical protocols, SOPs, and safety standards.
- Identify operational risks and implement mitigation strategies.
Reporting & MIS
- Develop and review daily, weekly, and monthly MIS reports.
- Analyze data to identify trends, gaps, and improvement opportunities.
- Support data-driven decision-making at the leadership and government level.
