Qualifications

• 8–12 years of experience in Procurement, Techno-Commercial, Materials Management, or Supply Chain.
• Experience in Cement, Manufacturing, Mining, Metals, Power, EPC, or Process Industries preferred.
• Hands-on procurement of spares, services, MRO items and CAPEX equipment.

Responsibilities

• Lead end-to-end procurement for plant operations, maintenance, projects and services.
• Conduct techno-commercial evaluation of quotations, tenders and bids; prepare reports.
• Identify, onboard and manage qualified suppliers and alternate sources.
• Drive cost savings through strategic sourcing and contract management.
• Coordinate inventory with Stores, Operations and Maintenance; optimize stock levels.
• Ensure compliance with procurement policies, SOPs and audits; maintain records.
• Collaborate with Maintenance, Production, Projects, Finance and Central Procurement.

Job Summary

We are looking for an experienced Plant Procurement Head to lead plant-level procurement operations and ensure the timely sourcing of materials, spares, services, fuels, consumables, and project requirements. The role will be responsible for vendor management, techno-commercial evaluations, contract management, cost optimization, inventory control, and procurement compliance to support seamless plant operations.

Key Responsibilities

Procurement Operations

• Lead end-to-end procurement of plant operations, maintenance, projects, and service requirements.
• Ensure timely availability of critical spares, consumables, and services to support uninterrupted plant operations.
• Execute procurement plans aligned with business and operational requirements.
• Monitor procurement cycle times and material delivery schedules.

Techno-Commercial Evaluation

• Conduct techno-commercial evaluation of quotations, tenders, and bids.
• Prepare comparative statements and recommendation reports for management approval.
• Negotiate pricing, payment terms, delivery schedules, warranty clauses, and commercial conditions.
• Finalize Purchase Orders (POs) in accordance with procurement policies and approval matrices.

Vendor Management

• Identify, develop, evaluate, and onboard qualified suppliers and service providers.
• Establish alternate vendor sources to mitigate supply risks and enhance competitiveness.
• Monitor vendor performance based on quality, cost, delivery, and service parameters.
• Build and maintain long-term strategic supplier relationships.

Cost Optimization & Contract Management

• Drive sourcing strategies and value engineering initiatives to achieve cost savings.
• Manage annual contracts, rate contracts, and service agreements.
• Monitor contract performance and compliance.
• Support procurement budgeting and cost-control initiatives.

Inventory Management

• Coordinate with Stores, Operations, and Maintenance teams for inventory optimization.
• Monitor critical, slow-moving, and non-moving inventory.
• Ensure optimum stock levels while minimizing inventory carrying costs.

Compliance & Governance

• Ensure compliance with procurement policies, SOPs, and statutory requirements.
• Maintain procurement records and documentation for audit readiness.
• Support internal and external audits related to procurement activities.
• Promote transparent and ethical procurement practices.

Cross-Functional Coordination

• Collaborate closely with Maintenance, Production, Projects, Stores, Finance, and Central Procurement teams.
• Support planned shutdowns, CAPEX projects, and operational improvement initiatives through effective procurement support.

Desired Candidate Profile

• B.E./B.Tech in Mechanical, Electrical, Instrumentation, Production Engineering, or related discipline.
• MBA/PGDM in Supply Chain, Materials Management, Operations, or Finance preferred.
• 8-12 years of experience in Procurement, Techno-Commercial, Materials Management, or Supply Chain functions.
• Experience in Cement, Manufacturing, Mining, Metals, Power, EPC, or Process Industries preferred.
• Hands-on experience in procurement of mechanical, electrical, instrumentation spares, services, MRO items, and CAPEX equipment.
• Strong negotiation, contract management, vendor development, and stakeholder management skills.
• Exposure to ERP systems such as Oracle/SAP is preferred.
