Job summary

Wipro Water, a Business Unit of Wipro Infrastructure Engineering, seeks a seasoned Proposal Engineer to lead bids for water treatment projects. You will coordinate a team of engineers, study tender specs, design basics, and prepare technical and costed proposals.

Strong leadership, industry knowledge, and travel willingness across India are required. BE/B.Tech in Chemical or Environmental and 12–15 years of experience, with at least 3 years in a leadership role in proposals, are essential.

Qualifications

• BE/B.Tech in Chemical or Environmental engineering.
• 12–15 years of relevant experience with at least 3 years in a leadership role in proposals.
• Experience in leading a group of proposal engineers and preparing bids.
• Familiar with WTP packages and costing for EPC water projects.

Responsibilities

• Lead a group of Proposal Engineers for preparation of competitive technically qualified bids.
• Study tender specifications and establish basic design to prepare technical proposals.
• Prepare BOMs for equipment, valves and instruments.
• Prepare cost estimates and collaborate with suppliers for quotes.
• Attend technical and commercial meetings with clients or consultants.
• Develop process design basis, P&ID checks, and equipment sizing for WTP packages.
• Travel across India for client meetings as needed.

Key Skills Required:

• Shall have sound knowledge about WTP packages / scheme.
• Awareness of all the elements of cost in the industry influencing Project proposals
• Ability to source alternate technologies in order to create a differentiation in offerings
• Awareness of all applicable statutory taxes/duties
• Awareness about various relevant softwares in the industry
• Hands on experience of bidding of tender based projects and should have worked with consultants like TCE, DCPL & Fitchener
• Good Interpersonal and Influencing skills
• Good stakeholder Mgmt. (Internal & External)
• Should be well conversant with latest national and international codes and standards used in EPC business, especially water treatment turnkey projects
• Well conversant with MS office applications
• Ability to collaborate swiftly with internal stakeholders like engineering, procurement, projects, site

Key Accountabilities: List the key areas of responsibility

• To lead a group of Proposal Engineers for preparation of competitive technically qualified bids
• Study Technical Specifications of the tender/ RFQ.
• Establish the basic design / detailed design to prepare the technical proposal.
• Identify work/supply to incorporate into the Proposal along with other documentation required.
• Prepare the Bill of quantities for equipment, valves, instruments, I/O
• Prepare technical deviation/clarification list for discussion with sales team
• Reply to the technical clarifications and attend to the technical clarification meeting as required
• To Check and verify sub vendor list based on prices used for costing
• Interact with suppliers and get right quote and technical information for making the proposal and cost estimation competitive
• To Check, verify, Update and Maintain the cost database.
• Interaction with the Clients during the Proposal & Detail Engineering Stage.
• Development of Process Design Basis & Process Flow diagram.
• To prepare as well as analyze P&ID’s, pump hydraulic calculations, prepare Proposal stage Equipment layout, Key plan etc. for WTP packages
• To Prepare, analyze Process calculations, Equipment sizing, Process datasheets, Equipment list
• Attend technical and commercial meetings with client or consultant as and when required
• Preparation and getting approval on BEP from the client post order
• To prepare Operation & Control Philosophy for the Entire Plant
• Willingness to travel for client meetings across India
