PROJECT BACKGROUND:
A 100-bedded multispecialty, secondary care hospital focused on mother and childcare, a greenfield project, is seeking a talented & dynamic HR Manager who is well acquainted with talent acquisition, HR policies & procedures, and HR functions in a hospital setup in Tura, Meghalaya. This position will play a crucial role in ensuring effective recruitment, HR operations, and workforce management, thereby contributing to the hospital’s success in delivering high-quality patient care.
JOB DESCRIPTION / RESPONSIBILITIES:
The Human Resource Manager will play a pivotal role in managing HR functions for a hospital greenfield project. This includes overseeing recruitment, onboarding, HR administration, and functional HR responsibilities. The candidate will ensure smooth execution of HR operations aligned with organizational goals during the project's setup phase and beyond.
Key Job Responsibilities:
HR Management
- Ensure the implementation of HR strategies tailored to the greenfield project phase, including workforce planning and organizational structure setup.
- Develop and put the organization structure in place.
- Collaborate with project stakeholders to assess manpower requirements and phase-wise recruitment plans.
- Ensure compliance and facilitate the hospital with labor laws, statutory regulations, and hospital-specific standards.
- Manage employee welfare facilities, including safety measures, accommodation, and amenities at the site.
Recruitment & Talent Acquisition
- Lead end-to-end recruitment processes for physicians, paramedics, nursing & administration during the commissioning phase of the project ensuring alignment with project timelines.
- Source candidates through effective channels and conduct interviews to match desired skills.
- Develop strategies for attracting mid-level industry talent suitable for the healthcare sector.
Onboarding & Training
- Conduct orientation/induction programs for clinical and non-clinical staff.
- Design training initiatives to prepare employees for operational roles post-project commissioning.
- Facilitate in execution of training & capacity building of identified and nominated critical care employees and selected doctors during the commissioning phase of the project.
- Develop & ensure compliance of consultant contractual agreements.
- Send offer letters to all the recruited employees.
HR Administration
- Develop HR policies and procedures for the hospital and ensure their compliance.
- Implementation of HR policies through onboarding and induction of the staff.
- Enable and facilitate the training programs for the staff.
- Manage employee records (hard and soft copies), attendance, payroll, and compliance documentation.
- Prepare JDs and offer letters for recruitment and onboarding.
- Develop and ensure compliance to uniform policy for the employees.
- Coordinate for ID cards and uniforms of the employees.
- Vendor management: Support promoter in identifying and finalizing the vendors for uniform and ID cards, biometrics installation and management.
- Oversee vendor management and vendor hiring processes.
- Payroll management: Vendor identification, procurement, installation & staff training & biometric process compliance.
- Prepare monthly MIS to keep track of HR functions.
- Establish manpower budgeting exercise in the post-commissioning phase of the hospital.
- Establish Performance Appraisal System for the Hospital and orient to on-roll employees.
Employee Engagement & Retention
- Act as a liaison between management and employees to address grievances or concerns effectively.
- Monitor retention rates and develop strategies to improve employee satisfaction during the transition from project setup to operations.
QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications: Master’s Degree in Human Resource Management or a related field with hands-on experience in talent acquisition and onboarding, human resource policy as manager is desirable.
Experience:
- Proven experience in HR management with recruitment experience in hospital industry / greenfield projects or healthcare setups (minimum 10 years preferred).
- Strong knowledge of labor laws, statutory compliances, and industry-specific HR practices.
- Proficiency in HR systems & MS Office tools.
Skills and Competencies:
- Excellent organizational skills with the ability to multitask across diverse HR functions.
- Strong interpersonal communication skills to manage diverse teams effectively.
- Strategic thinking to align HR initiatives with business goals during project phases.
- Problem-solving aptitude in addressing unique challenges of greenfield projects.
- Proactive and resourceful in identifying and resolving issues.
- Ability to supervise and mentor junior team members, fostering a collaborative team environment.
- Ability to adapt to changing priorities and work effectively under pressure.
WORK CONDITION:
The role will be based on-site at the hospital's greenfield project location. It may involve collaboration with external agencies, contractors, and local authorities to ensure seamless execution of HR functions during the project's lifecycle.
