JOB DESCRIPTION GM (Estimation & Contracts)
A General Manager (GM) for Bidding, Estimation, and Contracts is a critical executive role responsible for securing new business, safeguarding profit margins, and managing commercial risks. This leader oversees the pre-construction phase, ensuring that tenders are competitively priced, accurately estimated, and legally secure before the company commits to execution.
Role Overview
The General Manager directs the pre-award lifecycle, from identifying project opportunities to final contract signing. They manage a team of estimators, quantity surveyors, and contract specialists, transforming technical project scopes into highly competitive, profitable, and risk-mitigated commercial bids. He will report to the Director.
Key Responsibilities
1. Tendering & Bidding Strategy
- Bid/No-Bid Evaluation: Analyse incoming requests for proposals (RFPs) and tenders to assess financial viability, technical capability, and strategic fit.
- Proposal Management: Oversee the compilation, formatting, and submission of both technical and commercial bid packages.
- Competitive Analysis: Monitor market trends, competitor pricing strategies, and supply chain shifts to optimize bidding strategies.
2. Pre-Bid Estimation & Cost Control
- Cost Modelling: Lead the development of comprehensive cost estimations, including direct/indirect costs, labour, materials, equipment, and overheads.
- Value Engineering: Collaborate with engineering teams to find cost-effective alternative designs or methods to make bids more competitive.
- Risk Margin Analysis: Calculate contingency budgets and risk margins based on project complexity, geopolitical factors, and inflation.
3. Contract Management & Legal Compliance
- Contract Review: Review, draft, and vet complex legal contracts (e.g., FIDIC, joint-venture agreements, EPC contracts).
- Risk Mitigation: Identify unfavourable terms, liabilities, indemnities, and liquidated damages clauses, and formulate negotiation strategies.
- Dispute Resolution: Establish robust commercial frameworks to protect the company against potential post-award claims and variations.
4. Commercial Negotiations & Stakeholder Relations
- Client Negotiations: Lead high-stakes commercial discussions with project owners, developers, and government bodies to close deals.
- Vendor & Subcontractor Alignment: Secure firm pre-bid quotes from major suppliers and subcontractors to lock in accurate pricing.
- Executive Reporting: Present final bid pricing, risk matrixes, and projected margins to the Director for approval.
Job Requirements & Specifications
Education
- Bachelor's degree in Civil Engineering, Quantity Surveying, or Construction Management.
- Postgraduate degree from NICMAR is highly preferred.
Experience
- 15+ years in pre-construction, commercial management, or estimation.
- At least 5–7 years leading a multi-disciplinary bidding and contracts team.
Technical Skills
- Advanced proficiency in estimation software and Excel models.
- Expert knowledge of international contract forms (FIDIC, NEC) and local procurement laws.
- Mastery of quantity take-offs, commercial arithmetic, and tax structures.
Soft Skills
- Exceptional commercial acumen and sharp negotiation skills.
- Analytical mindset with extreme attention to legal and financial details.
- Ability to perform under tight, unyielding bid deadlines.
Key Performance Indicators (KPIs)
A General Manager is typically evaluated on:
- Bid Win Ratio: The percentage of submitted tenders successfully awarded.
- Estimation Accuracy: The variance between pre-bid estimated costs and actual execution baseline costs.
- Gross Margin Secured: The average profit margin locked into newly won contracts.
- Risk Prevention: Minimizing commercial disputes or unforeseen financial liabilities arising from poorly vetted contracts.
