Qualifications

• MBA (Finance) / CA / CFA / Masters in Infrastructure Engineering Management / Masters in Construction Management or equivalent.
• Experience in procurement / bid process management for government / PSU clients, preferably in tourism/infrastructure.
• Minimum 7 years of overall experience, including 3 years in financial modelling, PPP option identification and PPP project structuring.
• Experience in investment promotion/facilitation activities.

Job description

Job Summary

The project involves providing Program Management and Strategy Support to the Department of Tourism, Government of Karnataka, for the sustainable development and promotion of tourism across Coastal Karnataka. The assignment focuses on preparation and implementation of a long-term Coastal Tourism Perspective Plan, policy and master planning support, tourism project development, CRZ and regulatory facilitation, investment and PPP facilitation, funding convergence, stakeholder coordination, and program monitoring. The PMU also supports the Department in developing tourism projects and investment opportunities, strengthening institutional and implementation mechanisms, promoting sustainable and community-based tourism, and coordinating with government agencies, private sector stakeholders and local communities.

Responsibilities

• Focus on financial aspects of projects, including financial viability analysis.
• Project structuring (especially for PPP) and Investment facilitation and promotion.
• Identifying funding sources (Central, IFIs, convergence).
• Assisting investors and supporting financial negotiations for PPP projects.
• Manage procurement processes for selecting other agencies/vendors, including preparing bidding documents (EoI, RFP), supporting bid evaluation, and contract management assistance.
• Support Monitoring and Evaluation activities.
• Participate in presentations with senior stakeholders and conduct consultations with relevant stakeholders as and when required.
• Provide technical inputs for the deliverables as required by the team.
• Provide valuable insights and support beyond defined project boundaries, leveraging expertise to navigate challenges and maximize project success.
• As and when required, represent the IPE Global team as an expert for major client meetings/business pitch meetings.
• Provide support to other projects as required, including undertaking site visits and field assessments based on project needs.
• Undertake any additional responsibilities assigned by the Project Manager/ Team Leader to ensure smooth execution and timely delivery of project objectives.

Required Qualifications and Experience (as per TOR)

• MBA (Finance) / CA / CFA / Masters in Infrastructure Engineering Management / Masters in Construction Management or equivalent.
• Experience required in procurement / bid process management for government / PSU clients, preferably in the tourism/infrastructure sector.
• Minimum 7 years of overall experience, including:
  • Minimum 3 years of experience preparing financial models, analyzing project viability, identifying suitable PPP options, and structuring PPP Projects;
  • Experience in preparing financial models and project structuring for at least 2 PPP projects in Tourism / Infrastructure / Real Estate for Central/State Government/PSU;
  • Experience in investment promotion/facilitation activities.
