Qualifications

• The expert should possess an MBA in Finance or Post-Graduate degree in Law or Chartered Accountant (CA) from a recognized university/institution.
• Additional qualifications/certifications in infrastructure finance, PPP, project finance or public policy shall be preferred.

Job Description

Key Responsibilities

• Lead transaction advisory and PPP structuring for urban infrastructure and tourism projects.
• Undertake financial, commercial, and risk assessments, including preparation of robust financial models and sensitivity analysis to assess project viability and bankability.
• Develop and review PPP options, concession structures, institutional arrangements, and risk allocation frameworks for private sector participation.
• Prepare/review EOI, RFQ, RFP, concession/development agreements, bid evaluation frameworks, and procurement strategies.
• Support Bid Process Management, including market sounding, stakeholder consultations, pre-bid meetings, bid evaluation, negotiation support and selection of concessionaire/developer/operator.
• Advise on revenue enhancement strategies, financial sustainability, and private investment mobilization for urban, infrastructure and tourism projects. Coordinate with government departments, ULBs, private developers and other stakeholders for effective project implementation.

Qualifications

Experience

RequirementsThe expert should have a minimum of 10 years of professional experience in Transaction Advisory (TA), PPP structuring and infrastructure project advisory with demonstrated experience in the Urban Infrastructure and Tourism sectors like water supply, sanitation, solid waste management, urban transport, affordable housing, smart cities, municipal infrastructure, or related areas.

• Project experience in project structuring, financial feasibility assessment, PPP frameworks and bid process management.
• Demonstrated experience in preparation/review of financial models, feasibility reports, business plans, concession structures, RFQ/RFP documents, bid documents and concession/development agreements, signing of concession agreement.
• Experience in undertaking commercial due diligence, market assessment, financial viability analysis, revenue modelling, risk allocation, and bankability assessment for PPP projects.
• Experience in PPP financial structuring, including revenue modelling, CAPEX-OPEX assessment, lifecycle costing, institutional structuring, private investment mobilization, risk-sharing mechanisms and concessionstructuring.
• Experience in procurement advisory and transaction management including bid process support, stakeholder consultations, pre-bid clarifications, bid evaluation, contract negotiation and onboarding of private sector partners.
• Familiarity with Government of India/State Government PPP frameworks, urban development policies, tourism infrastructure planning and institutional mechanisms for infrastructure delivery. Prior experience of working with Government departments, ULBs, PPP Nodal agencies, and multilateral/bilateral agencies like ADB, World Bank etc. shall be preferred.
