Job summary

IDECK LIMITED in Kolkata seeks a senior expert to lead PPP/port project transactions, feasibility studies, and bid/document evaluation. You will prepare EOI, RFQ/RFPs, draft concession agreements, and coordinate with government authorities to ensure compliance and timely approvals.

The role requires extensive experience in port PPPs, financial analysis, and managing procurement processes from feasibility to final closure, with direct interaction with port officials and regulators.

Qualifications

• Minimum 10 years’ experience in dealing with preparation/evaluation of Transaction documents like Feasibility Report, RFQ, RFP, DCA, Tariff proposal etc. for implementation/appraisal of PPP projects in Port Sector.

Responsibilities

• Prepare Techno Economic Feasibility Reports.
• Prepare EOI PPP (BOT/Captive) projects and evaluate them.
• Prepare RFQ on the basis of the Feasibility Report and updated data.
• Prepare for pre-Bid and other meetings, conduct them, prepare replies/clarifications with officials of DPT.
• Participate in preparation of RFP, issuance, scrutiny and evaluation thereof.
• Contribute for preparation of Draft Concession Agreement and finalize it; follow-up of conditions precedent and final closure.
• Prepare letters/drafts for Govt. approvals including Security Clearance.
• Frame bidding documents for valuation of assets and PPP/BOT projects; evaluate bids.
• Engage for appointment of consultant/technical advisor for PPP projects and evaluation thereof.
• Provide clarifications to RFQ applicants/bidders, Ministry or statutory authorities.

• Preparation & checking of invoices to beraised to Concessionaires, working out payable amount, outstanding dues &interest thereof and to assist in all financial matters related to License Fee,waterfront charges, Royalty, storage charges and other statutory paymentsrelated to PPP projects.
