MANCER Consulting Services Pvt. Ltd. in Bengaluru is seeking a Billing Engineer to manage BOQ preparation, RA/final bills, and subcontractor/vender billing for MEP and civil works. The role emphasizes accurate quantity take-offs, joint measurements, and timely certifications.

The position requires strong MS Excel, AutoCAD, and SAP experience, with a background in quantity surveying, rate analysis, material reconciliation, and cost monitoring. Greenfield and PMC experience is preferred.

Key Responsibilities Billing Engineer

1. BOQ Preparation & Quantity Take-Offs

• Review architectural, MEP, and civil drawings, including HVAC, electrical, plumbing, and firefighting systems, to extract accurate quantities and prepare the Bill of Quantities (BOQ).
• Verify quantities against approved drawings, specifications, and project requirements.

2. RA Bill & Final Bill Preparation

• Prepare and process monthly Running Account (RA) bills and final bills.
• Conduct joint measurements with vendors, contractors, consultants, and project teams to validate executed quantities.

3. Subcontractor & Vendor Billing

• Verify, certify, and process subcontractor and MEP vendor bills against approved work orders, contract terms, and actual work executed.
• Ensure accurate billing and timely certification of contractor payments.

4. Rate Analysis & Variation Management

• Identify extra items, deviations, and variations from the approved BOQ and contractual scope.
• Conduct rate analysis and prepare supporting documentation for change orders, additional works, and cost variations.

5. Material Reconciliation

• Prepare periodic material reconciliation statements for major MEP materials, including pipes, cables, fittings, and equipment.
• Verify material consumption against approved quantities, issued materials, and actual site usage.

6. Cost Monitoring & Commercial Audits

• Monitor project costs and budget utilization to ensure compliance with approved budgets.
• Support internal and external commercial audits by maintaining accurate billing records, measurement sheets, and supporting documents.

Essential Skills & Technical Competencies

• Technical Knowledge: Strong understanding of MEP systems, including HVAC, electrical, plumbing, and firefighting, along with civil works, contract terms, and valuation.
• Software Proficiency: Advanced MS Excel, AutoCAD, and ERP/SAP systems, preferably SAP Project Systems (PS) or Materials Management (MM).
• Core Competencies: Quantity surveying, BOQ preparation, quantity take-offs, RA and final billing, rate analysis, joint measurements, material reconciliation, and variation management.

Qualifications & Experience

• Education: Full-time Bachelor's degree in Mechanical Engineering.
• Experience: 810 years of relevant experience in billing, quantity surveying, and commercial functions.
• Greenfield Project Experience: Mandatory experience in Greenfield project setup and execution.
• PMC Experience: Prior experience working with leading Project Management Consultancy (PMC) firms such as JLL, Cushman & Wakefield, Knight Frank, or similar organizations is required.
