Responsibilities

• Lead Utilities Project Execution: oversee planning, engineering design, construction, commissioning and execution of utility system projects.
• Coordinate multi-discipline engineering teams to develop integrated utility layouts and avoid conflicts.
• Act as primary technical and stakeholder interface with customers, zone teams, contractors and regulators.
• Lead contractor selection, bid evaluation, and performance management throughout project execution.
• Drive EHS compliance, risk assessment, permit-to-work, incident investigations and continuous improvement.
• Manage scope, budget and schedule, including change control, procurement, forecasting and milestones.
• Support startup, maintenance and operational readiness, including handover to operations.
• Develop and lead high-performing teams within the utility function.
• Lead quality management activities, inspections, testing, and audits across projects.
• Promote operational excellence and continuous improvement while delivering on time and budget.

Purpose

Lead the Utility construction of responsible project from ES, quality, schedule, cost control perspective. Help the team to hit the final target. Preferably people with some exposure to greenfield/ brownfield projects.

Responsibilities

• Lead Utilities Project Execution :Oversee planning, engineering design, construction, commissioning, and execution of utility system projects, ensuring compliance with specifications, budget, and schedule requirements.
• Manage Cross-Functional Engineering Coordination :Coordinate multiple engineering disciplines to develop integrated utility layouts, eliminate construction conflicts, and support efficient project delivery.
• Serve as Key Technical and Stakeholder Interface :Act as the primary contact for customers, zone engineering teams, contractors, and regulatory authorities for design reviews, approvals, and construction coordination.
• Oversee Contractor Qualification and Performance :Lead contractor selection, technical bid evaluations, contractor development, contract administration, and performance management throughout project execution.
• Ensure Safety, Health, Environmental & Regulatory Compliance :Drive EHS excellence through safety leadership, inspections, risk assessments, contractor safety management, permit-to-work processes, incident investigations, and continuous improvement actions.
• Control Project Scope, Budget & Schedule :Manage project planning, change control, expenditure tracking, procurement activities, forecasting, recovery plans, and milestone achievement to ensure successful project delivery.
• Support Startup, Maintenance & Operational Readiness :Ensure completion of maintenance, quality, safety, and environmental requirements; develop spare parts plans, SOPs, training programs, and manage project handover to operations.
• Develop and Lead High-Performing Teams :Create a positive work environment by developing utility team capabilities, assigning responsibilities, evaluating performance, and motivating employees to achieve exceptional results.
• Implement Robust Quality Management Practices :Lead quality assurance and quality control activities, including inspections, testing, defect identification and resolution, material verification, documentation management, and manufacturing audits.
• Drive Operational Excellence and Continuous Improvement :Promote company values of safety, ethics, teamwork, operational efficiency, and continuous improvement while ensuring projects are delivered on time, within budget, and to the required quality standards.
