Job summary

Jobgether in Ireland is seeking an Evaluation Consultant to contribute to international development and digital transformation through independent, evidence-based assessments. You will support centralized and decentralized evaluations, research activities, and capacity-building initiatives, translating findings into practical recommendations.

This remote role offers assignments from a few days to several months and collaboration with multidisciplinary stakeholders.

Qualifications

• University degree in development studies, international development, social sciences, ICTs, telecommunications, or related field.
• Evaluation-related certification is an advantage.
• At least 2 years of professional experience in a field relevant to the assignment.
• Experience conducting different types of evaluations (strategy, policy, process, outcome, theory-based, realist, program, project).
• Familiarity with evaluation approaches (mid-range theories, adaptive methods, rapid assessments, reviews, value-for-money, evidence syntheses).
• Ability to design evaluation methodologies, analyze evidence, draw conclusions, and provide practical recommendations.
• Strong report-writing and communication skills; ability to produce clear evaluation reports and briefs.
• Advanced proficiency in English; knowledge of an additional official language is an advantage.
• Previous experience in the United Nations system is an advantage.

Responsibilities

• Lead evaluation assignments from inception through implementation to final reporting.
• Provide technical guidance and quality assurance for centralized and decentralized evaluations.
• Review terms of reference, inception reports, and draft reports with actionable recommendations.
• Design evidence-generation activities, rapid assessments, and syntheses.
• Draft evaluation reports and concise briefs with clear findings and recommendations.
• Develop capacity-building materials and practical tools for theories of change and evaluation methods.
• Promote use of evidence in decision-making and strengthen organizational learning.
