Job summary

Tuath Housing Association is seeking a Regulatory Compliance Manager to lead the Corporate Services Department's compliance and governance activities. The role involves advising, monitoring, and reporting on regulatory obligations, and expanding the compliance monitoring plan.

You will link with regulatory authorities, local authorities, and state agencies, ensuring timely and accurate reporting and embedding a culture of continuous improvement across processes and controls.

Qualifications

  • Minimum 3 years of demonstrated experience in a similar managerial role.
  • Strong governance, regulatory and risk management understanding.
  • Ability to lead cross‑functional teams and liaise with regulators.

Responsibilities

  • Lead development, maintenance and implementation of regulatory policies and procedures.
  • Develop and maintain a governance framework with Board and Executive team KPIs/KRIs.
  • Monitor compliance with regulator standards and advise on progress.
  • Serve as main liaison between the Association and regulatory bodies.
  • Provide training and guidance on regulatory matters as required.
  • Foster a culture of continuous improvement in regulation and compliance.
  • Represent the Association with external bodies to streamline governance processes.
  • Oversee day‑to‑day management of Regulatory Compliance team.

REGULATORY COMPLIANCE MANAGER
LOCATION: DUBLIN CITY CENTRE OFFICE
CONTRACT: PERMANENT - 37 HOURS PER WEEK
RESPONSIBLE TO: HEAD OF REGULATORY COMPLIANCE

The Corporate Services Department provides a range of legal, regulatory and governance services in support of Tuath Housing Association ('the Association') business objectives. Its primary focus is on ensuring that the Association (including its Board) adheres to ethical standards, best practices, and relevant laws and that all legal aspects are covered in relation to the Association's business. The role will have a significant involvement in ensuring compliance with state and company law, regulatory obligations, and internal company policies.

JOB SUMMARY

The Regulatory Compliance Manager will work as part of the Corporate Services Department and be responsible for identifying, advising, monitoring, and reporting on compliance and governance for the Association. The Manager will further the expansion of the Association's compliance monitoring plan for the business and act as a link between the Association, regulatory authorities, local authorities, and State Agencies. This role carries significant responsibilities that have a key impact on the operations and reputation of the Association.

KEY RESPONSIBILITIES
Compliance and Regulation
  • Lead on the development, maintenance and implementation of regulatory policies and procedures and ensure compliance with regulations and legal requirements for the Association.
  • Develop and maintain a governance framework and prepare governance and compliance reports for the Board, its Committees, and the Executive Management Team, including KPIs and KRIs.
  • Monitor business processes to ensure compliance with regulatory obligations including the AHB Regulatory Authority Standards and make recommendations to the Executive Management Team on progress.
  • Act as a point of communication between the Association and regulatory bodies (including the AHB Regulator and Charities Regulator), including responsibility for reporting in a timely and accurate manner on corporate procedures and developments.
  • Provide training advice and support on all other regulatory and compliance matters which may arise from time to time and to lead where appropriate on the delivery of any compliance requirements of the Association.
  • Develop a culture of 'constant improvement' in regulation and compliance with specific focus on process, controls, and systems.
  • Represent the Association with external bodies such as other AHBs, relevant Government Departments, the Housing Agency and ICsh to improve and streamline legal, regulatory and governance processes.
  • Hold the role of BCT Co-ordinator for the purposes of Business Continuity & Crisis Management.
  • Responsible for the day to day management of Regulatory Compliance team.
Board
  • Ensure key deadlines and targets are reached as set by the Board.
  • Draft and maintain policies and procedures at Board and internal levels for best practice in governance and compliance.
  • Attending meetings of the Board of Directors and Committees as necessary and at the request of the Chief Governance and Legal Officer.
  • Ensure that the Association complies with its Constitution and all legal and statutory requirements arising therefrom and maintaining and ensuring good standards of compliance with all matters of corporate governance.
General
  • Motivate and lead team members in sharing knowledge and in supporting continuous improvement initiatives to enable staff development and growth.
  • Manage individual performance to maintain the morale and motivation of employees.
  • Contribute to the effective delivery of a Quality Service through the formulation, review and proper implementation of policies and procedures.
  • Help administer and maintain an efficient Corporate Services Team in support of the Chief Governance and Legal Officer.
  • Conduct all activities in a manner which is safe to the role and others.
  • Be aware and act in accordance with the Association's Health and Safety Policy.
  • Undertake any training courses deemed necessary for your role if it evolves.
  • Undertake any other duties as required.
Requirements
  • Relevant third level qualification or equivalent
  • Professional training or working towards professional training in Compliance or Risk specific discipline
  • Minimum 3 years of demonstrated experience working in a similar managerial role.
