CHINA CONSTRUCTION YANGTZE RIVER (M) SDN. BHD. seeks an experienced Senior Business & Budget Specialist in Batam to lead end-to-end budgeting, cost estimation and bidding for M&E projects.

English and Mandarin communication with clients is required, along with extensive familiarity with HVAC, plumbing, electrical systems and intelligent building technologies. The role covers budget compilation, cost control, bid preparation, supplier negotiation, and post-project settlement to ensure

Qualifications

• Bachelor's degree or above in Mechanical and Electrical Engineering, Electrical Engineering, Building Electrical, Cost Engineering or related majors.
• More than 5 years of professional working experience in M&E engineering budget, cost estimation and business quotation.
• Proficient in English and Mandarin to effectively communicate with Mandarin-speaking clients.
• Familiar with building electromechanical, industrial electrical, HVAC, plumbing and fire protection engineering business.
• Skilled in using budget software (Glodon and other mainstream cost software), Excel advanced functions, CAD and other drawing and office tools.
• Able to independently complete full-process budget, quotation and settlement of large and medium-sized M&E projects.

Responsibilities

• Independently complete comprehensive budget compilation and cost accounting for M&E projects.
• Accurately sort out project material, labor and machinery costs and prepare standardized budget reports.
• Prepare professional M&E project quotations and optimize bidding schemes.
• Respond to customer inquiries and adjust quotation strategies for competitiveness.
• Track cost dynamics and compare actual costs with budgets to identify deviations.
• Provide cost optimization recommendations to achieve project profit targets.
• Analyze budget data and generate periodic business analysis reports.
• Support post-project final settlement and cost database maintenance.
