Qualifications

• Fluency in Mandarin and Bahasa Indonesia required.

• Knowledge of Indonesian market costs, Batam region, and tender processes.

About the role

PT China Road And Bridge Construction Indonesia (Batam) is seeking a skilled Project Cost Estimator / Quantity Surveyor to join our dynamic construction team. In this pivotal role, you will be responsible for preparing detailed cost estimates, conducting quantity surveys, and providing financial insights that directly impact project profitability and strategic decision-making. You will work closely with project management, engineering, and procurement teams to ensure accurate budgeting, cost control, and value management throughout all phases of our construction projects. This position is fundamental to our company's ability to bid competitively whilst maintaining healthy project margins.

Key responsibilities

Prepare detailed cost estimates and budgets for construction projects based on drawings, specifications, and project requirements

Conduct comprehensive quantity surveys and bill of quantities (BOQ) calculations for tender submissions and project planning

Analyse material and labour costs, obtaining quotations from suppliers and subcontractors to support accurate estimating

Review tender documents and contract specifications to identify project scope, risks, and cost implications

Prepare cost breakdowns by trade, work package, and schedule phase to support project budgeting and cash flow forecasting

Monitor and track actual costs against estimates during project execution, identifying variances and recommending corrective actions

Collaborate with project managers, engineers, and procurement teams to manage changes and maintain cost control

Maintain up-to-date cost databases, historical records, and estimating standards to support future projects

Prepare cost reports and variance analyses for project stakeholders and senior management

Support tender preparation activities and participate in pre-tender meetings to clarify project scope and requirements

What we're looking for

Fluency in both written and verbal Mandarin and Bahasa Indonesia is a must

Minimum 3-5 years' experience as a Cost Estimator, Quantity Surveyor, or in a similar estimating role within the construction industry

Strong knowledge of construction methods, materials, labour practices, and pricing in the Indonesian market, particularly in the Batam region

Proficiency in preparing bills of quantities, cost estimates, and tender documentation

Competency with estimating software and Microsoft Excel for cost modelling and data analysis

Solid understanding of construction contracts, terms of payment, and contractual obligations

Excellent attention to detail with the ability to accurately process large volumes of technical information

Strong communication and interpersonal skills to work effectively with cross-functional teams

Ability to work under pressure, meet tight deadlines, and prioritise multiple projects simultaneously

Familiarity with infrastructure and civil engineering projects is highly desirable

Professional qualification in quantity surveying or estimating (such as RICS, AIQS, or equivalent) is preferred
