ASIA PULP AND PAPER is seeking an experienced Industrial Relations Manager for its Karawang mill in West Java. This full-time role focuses on managing employee relations, labour compliance, and industrial relations across operations.
You will advise senior management, handle grievances, ensure statutory compliance, and maintain effective dialogue with unions. The ideal candidate has 15+ years in IR, strong Indonesian labour law knowledge, and bilingual English/Indonesian communication skills.

About the role We are seeking an experienced Industrial Relations Manager to join our team at our mill in Karawang, West Java. This is a full-time position that plays a strategic role in managing all aspects of employee relations, labour compliance, and industrial relations within our operations. The Industrial Relations Manager will serve as a key point of contact between management and employees, ensuring harmonious workplace relations whilst maintaining compliance with Indonesian labour laws and regulations. This role is essential to supporting our operational objectives and fostering a positive, productive work environment.
Develop and implement comprehensive industrial relations policies and procedures that align with Indonesian labour legislation and company standards
Manage employee grievances, disciplinary matters, and disputes in a fair, impartial and timely manner
Maintain effective communication and dialogue with employee representatives, unions, and worker committees
Provide expert advice to senior management on labour law compliance, employee relations matters, and potential legal risks
Ensure compliance with all statutory requirements, including working hours, leave entitlements, health and safety regulations, and termination procedures
Monitor workplace culture and implement initiatives to enhance employee engagement and satisfaction
Prepare and maintain accurate documentation related to employment contracts, collective agreements, and labour disputes
Collaborate with other departments to ensure consistent application of HR policies and procedures across the organisation
Bachelor's degree in Law, Human Resources, or a related field
Minimum 15 years of professional experience in industrial relations, employment law, or human resources management, preferably within a manufacturing or industrial environment
Comprehensive knowledge of Indonesian labour laws, including the Labour Law No. 13 of 2003, Ciptaker, and related regulations
Strong understanding of collective bargaining agreements and negotiation processes
Excellent communication skills in both English and Indonesian (Bahasa Indonesia), with the ability to communicate effectively with employees at all levels
Proven ability to manage complex employee relations situations with diplomacy, fairness, and integrity
Strong problem-solving skills and the ability to remain calm and objective when handling sensitive matters
Experience in managing union relations and collective agreements
Proficiency in relevant HR management systems and Microsoft Office applications
Willing to be placed in Karawang, West Java
