CHANG LIAN INDONESIA is seeking an HR specialist to support operations at a project site in Batam. You will manage HR processes for a blue-collar and subcontractor workforce, ensure compliance with Indonesian labor laws, and coordinate with local authorities and labor offices.

The role requires 3–5 years of HR experience on-site, strong MS Office and HRIS skills, and excellent English communication. You will work under pressure to meet project deadlines.

Qualifications

• Minimum 3–5 years of HR experience, with at least 2 years in a project site environment.
• Experience setting up HR operations at a new site or new business unit.
• Experience handling large-scale manpower mobilization, including blue-collar and subcontractor workforce.
• Strong understanding of Indonesian labor law and regulations (UU 13/2003 as amended by UU Cipta Kerja, UU No. 6/2023, PP 35/2021, PP 36/2021, UMK).
• Working knowledge of BPJS Ketenagakerjaan and BPJS Kesehatan registration and claims.
• Proficiency in MS Office and HRIS or payroll systems.
• Communication in English (written and spoken) is a MUST.

Minimum 3–5 years of HR experience, with at least 2 years in a project site environment (construction, EPC, mining, oil & gas, manufacturing plant, or infrastructure).

Proven experience setting up HR operations at a new site or new business unit is strongly preferred.

Experience handling large-scale manpower mobilization, including blue-collar and subcontractor workforce.

Experience dealing with local communities, village authorities, and local labor offices (Disnaker).

Strong understanding of Indonesian labor law and regulations: UU No. 13/2003 as amended by UU Cipta Kerja (UU No. 6/2023), PP 35/2021 (PKWT, outsourcing, working hours, termination), PP 36/2021 (wages), and regional minimum wage (UMK) regulations.

Working knowledge of BPJS Ketenagakerjaan and BPJS Kesehatan registration and claims.

Proficiency in MS Office (especially Excel) and HRIS or payroll systems.

Communication skills English (written and spoken) is a MUST
