Duvalco Flow Technology Indonesia urgently seeks an HRGA Superintendent to lead HRGA and GA operations at our Bogor factory. You will manage IR, payroll, licensing, and competency tracking while coordinating training and certifications for critical production roles.
The role requires a Bachelor’s degree with 5–8 years in heavy manufacturing HRGA, plus 2–3 years in a supervisory capacity and strong English proficiency for reporting and expatriate documentation.
1. Human Resources (HR) Management
Competency & Technical Certification Tracking: Develop and maintain the Competency Matrix for critical production roles, ensuring valid welder qualifications (welding logs), CNC operators, hydro-testers, and QA/QC inspectors.
Technical Training & Development: Plan, execute, and document technical training programs aligned with global manufacturing standards (e.g., ASME, API, ISO) and coordinate third-party certifications (e.g., NDT/ASNT Level II/III).
Industrial Relations (IR) & Union Management: Serve as the primary bridge between management and the workforce, handle labor union grievances, manage Collective Labor Agreements (PKB), and resolve disputes in accordance with local labor laws.
Manpower Planning & Recruitment: Direct the recruitment process for both high-volume factory operators and specialized engineering roles required for valve design and production.
Time Management & Payroll Overseeing: Manage shifting schedules, overtime calculation for production crews, attendance tracking, BPJS administration, and ensure flawless monthly payroll processing.
Factory Infrastructure Maintenance: Oversee the upkeep, cleanliness, and structural maintenance of the factory floor, machining workshops, testing bays, warehouses, and administrative offices.
Third-Party Vendor Management: Monitor and evaluate the performance of outsourced services, including plant security, factory catering/canteen, employee shuttle transport, and waste disposal.
Corporate Licensing & Legal Compliance: Manage the registration and timely renewal of all factory operational licenses, environmental permits (UKL-UPL/AMDAL), building safety permits, and high-pressure equipment certifications.
Expatriate Documentation (KITAS): Handle all immigration paperwork, work permits, and housing arrangements for foreign technical experts or directors visiting for technology transfers.
Education & Experience: A Bachelor’s Degree in Human Resources, Law, Psychology, Management, or Engineering, combined with 5 to 8 years of HRGA experience in heavy manufacturing, including at least 2–3 years in a supervisory or senior role.
Strong expertise in Industrial Relations (IR), comprehensive knowledge of local labor laws (such as Indonesian UU Cipta Kerja), and hands‑on experience handling labor unions and collective bargaining.
Proven capability in managing high-volume shifts and factory overtime, as well as tracking specialized manufacturing competencies, welding logs, and technical certifications (e.g., NDT, AWS, ASME).
Competence in managing factory asset maintenance, vendor procurement (security, catering, transport), and securing local government operating licenses, building safety codes, and environmental permits (e.g., UKL-UPL, AMDAL).
Direct experience managing personnel documentation and compliance records for international quality audits (such as API Q1 or ISO 9001).
Exceptional leadership, conflict resolution, and communication skills, with professional proficiency in English for reporting to corporate management and handling expatriate documentation.
