Key Responsibilities

As our HR Manager, you will be responsible for leading and managing the full spectrum of HR functions while partnering closely with management to support business growth and organisational development.

1. Human Resources Management
  • Lead and oversee the overall Human Resources & Administration functions across KMU International Holding Sdn Bhd and its subsidiaries (“the Group”).
  • Manage end-to-end HR operations including recruitment, onboarding, confirmation, transfer, promotion, resignation, and termination processes across the Group.
  • Develop, implement, and standardize HR policies, SOPs, and employee handbook across the Group, in line with the Employment Act and business requirements.
  • Handle employee relations, disciplinary matters, counselling sessions, warning letters, domestic inquiries, and grievance management across the Group.
  • Monitor attendance, leave administration, overtime tracking, and manpower movement across the Group.
  • Support manpower planning and workforce structuring across the Group.
  • Ensure compliance with Malaysian labour laws and statutory requirements across the Group.
2. Payroll Management, Compensation & Benefits
  • Oversee and manage the full payroll cycle across the Group, ensuring accuracy, timeliness, and confidentiality.
  • Review and verify payroll inputs, including attendance, overtime, allowances, deductions, claims, and incentives across the Group.
  • Ensure compliance with statutory requirements, including EPF, SOCSO, EIS, PCB, and HRD Corp, across the Group.
  • Manage payroll reconciliation, verification, and reporting prior to salary disbursement.
  • Liaise with Finance Department for payroll funding, cost control, reporting, and audit requirements.
  • Design, implement, and maintain the Compensation & Benefits framework for the Group, including salary structure, job grading, and pay scale alignment.
  • Conduct salary benchmarking and market analysis to ensure competitiveness across the Group.
  • Manage annual salary review, increment exercises, bonus planning, and performance-linked rewards.
  • Oversee employee benefits administration including medical benefits, allowances, claims, incentives, and welfare programs across the Group.
  • Support C&B budgeting and workforce cost planning for the Group.
3. Labour & Compliance Management
  • Ensure full compliance with Malaysian Employment Act, Industrial Relations Act, and all relevant labour legislation across the Group.
  • Monitor HR policy adherence and disciplinary compliance across the Group.
  • Ensure audit readiness for HR, payroll, and labour-related matters.
  • Maintain employment contracts and statutory documentation across the Group.
  • Liaise with Labour Department, EPF, SOCSO, Immigration, and other authorities.
  • Advise management on compliance risks and corrective actions.
4. Training & Development
  • Develop and implement the Training & Development strategy for the Group, aligned with business objectives.
  • Conduct training needs analysis (TNA) across all departments and companies.
  • Plan, organize, and monitor internal and external training programs.
  • Manage employee upskilling, reskilling, leadership development, and competency building initiatives.
  • Develop onboarding and orientation programs for new employees across the Group.
  • Monitor training effectiveness and maintain training records for audit and compliance purposes.
  • Manage HRD Corp claims and training-related grants where applicable.
  • Support succession planning and talent development pipeline across the organization.
5. Performance Management
  • Manage KPI setting, performance appraisal cycles, confirmation reviews, and Performance Improvement Plans (PIP).
  • Monitor employee performance trends and recommend improvement actions.
  • Support succession planning and talent retention strategies across the Group.
  • Maintain confidentiality and sensitivity in all IR matters.
6. Foreign Worker Management
  • Manage foreign worker recruitment including collaboration with approved agents for sourcing, placement, and onboarding.
  • Oversee permit applications, renewals, cancellations, and documentation processes.
  • Ensure compliance with immigration, FOMEMA, and work permit regulations.
  • Oversee hostel accommodation, passport custody, welfare, attendance, and transportation arrangements.
  • Liaise and coordinate with government authorities, licensed agencies, and appointed agents on all foreign worker matters.
  • Ensure strict compliance with foreign worker employment laws and licensing requirements.
7. HR & Admin Budgeting & Cost Control
  • Prepare and manage annual HR & Administration budget for the Group, including manpower cost, payroll, C&B, recruitment, training & development, foreign worker management, and administration expenses.
  • Work closely with Finance Department for budgeting, forecasting, and cost control.
  • Monitor actual vs budget expenditure and provide variance analysis.
  • Identify cost optimization opportunities across the Group.
  • Support strategic workforce planning and financial planning initiatives.
8. ISO Management System
  • Support the Company’s ISO management systems and audit requirements, including ISO 9001 (Quality Management System), ISO 45001 (Occupational Health & Safety Management System), and ISO 37001 (Anti-Bribery Management System).
9. Others
  • Verifying the staff claim.
  • Verifying the supplier invoices before submission for payment.
  • Undertake any other duties and responsibilities as assigned by Management from time to time.
Job Requirements
  • Minimum Degree in Human Resources, Business Administration, Management, or a related discipline.
  • Minimum 10 Years of relevant HR experience, preferably with solid hands-on experience in a managerial role.
  • Proficient in Microsoft Office and HR systems/Worksy.
  • Excellent leadership and strong decision-making skills.
  • Familiar with Employment Act 1955 and Industrial Relations Act 1967.
  • High level of integrity, confidentiality, professionalism, and ethical standards.
  • Experience in the construction, civil engineering, infrastructure, or related industry will be an added advantage.
