Job summary

MatchaTalent is seeking a Group HR Manager to standardize and implement HR frameworks across headquarters and multiple manufacturing sites in Indonesia. The role reports to the Group Owner and focuses on professionalizing HR management, KPI systems, and labor compliance, including expatriate workforce governance.

Qualifications

• Bachelor’s degree in HR, law, business admin, psychology, or related field.
• 8+ years of progressive HR/GA experience, including 3+ years in a managerial/group-level role.
• Experience managing HR across multiple manufacturing sites or business entities.
• Manufacturing/industrial env with large employee populations.
• Experience with organizations of 1,000+ employees preferred.
• Experience developing and implementing HR policies, KPI frameworks, and performance management.
• Strong knowledge of Indonesian labor regulations, contracts, industrial relations, and workforce compliance.
• Hands-on experience managing Chinese expatriate employment, work permits, immigration requirements, cross-cultural workforce matters.
• Knowledge of RPTKA and expatriate employment requirements.
• Experience guiding plant HR teams in labor disputes and industrial relations matters.
• Strong leadership, organizational, analytical, communication, and stakeholder management skills.
• Fluent Mandarin Chinese (spoken and written) mandatory; proficiency in Bahasa Indonesia and English.
• Cross-cultural communication and relationship management capabilities.
• High integrity, accountability, adaptability, and execution capability.

Responsibilities

• Develop, standardize, and implement group-wide HR policies across subsidiaries and facilities.
• Design KPI, performance evaluation, and management frameworks for middle and senior leadership.
• Strengthen talent management, organizational development, and succession planning.
• Serve as HR liaison between Group Owner, Chinese expatriate executives, plant management, and local HR teams.
• Manage Chinese expatriate employment administration, including contracts, work permits, and immigration requirements.
• Ensure compliance with Indonesian labor regulations and company policies.
• Provide guidance on PKWT, PKWTT, termination, employee relations, and related matters.
• Lead plant-level HR teams across multiple facilities and standardize reporting.
• Support HR integration for new facilities and expansion projects.
• Provide strategic HR recommendations to Group Owner and senior management.
