Job summary

MatchaTalent is assisting a fast-growing Indonesian manufacturing and commercial group to hire a Group HR Manager who will standardize HR frameworks across headquarters and multiple facilities in North Jakarta area. The role requires deep knowledge of Indonesian labor laws, hands-on management of Chinese expatriate staffing, Mandarin fluency, and the ability to align HR policy with business expansion.

Qualifications

• Bachelor’s degree in HRM, law, business, psychology, or related field.
• 8+ years HR/GA experience, with 3+ years in a managerial or group-level role.
• Experience across multiple manufacturing sites or entities.
• Experience with large employee populations in manufacturing.
• Strong knowledge of Indonesian labor regulations and contracts.
• Hands-on experience with Chinese expatriate employment and immigration processes.
• Fluent Mandarin Chinese; proficient Bahasa Indonesia and English.

Responsibilities

• Develop, implement, and standardize group-wide HR policies, employee handbooks, and HR procedures across subsidiaries and facilities.
• Design and implement KPI, performance evaluation, and performance management frameworks for middle and senior management.
• Strengthen talent management, organizational development, succession planning, and professional HR practices across the group.
• Serve as the primary HR liaison between the Group Owner, Chinese expatriate executives, plant management, and local HR teams.
• Manage Chinese expatriate employment administration, including contracts, work permits, immigration, onboarding, and compliance.
• Ensure compliance with Indonesian labor regulations, contracts, and company policies.
• Provide guidance on PKWT, PKWTT, termination, employee relations, and related matters.
• Lead and mentor plant HR teams across multiple facilities.
• Standardize HR practices and reporting across HQ and regional units.
• Support plant HR teams in handling industrial relations, disputes, and grievances.
• Establish effective communication between expatriate management and local employees.
