Harbour City Estates Limited in Hong Kong seeks a senior leader to oversee planning and management of all facilities and infrastructure for Harbour City, a major shopping complex with Grade A offices. You will head the Technical Department to ensure a safe, clean, and well‑maintained environment for tenants and visitors.

• University graduate in Building Services Engineering, Facilities Management or related discipline.
• At least 15 years of proven management experience in large-scale, multi-functional commercial complexes.

Responsibilities

• Oversee the Technical Department and all facilities management activities.
• Plan, monitor and control premises maintenance, upgrades, and fit-out projects; review standards and manage contractors.
• Proactive procurement, budgeting, and expenditure oversight for outsourcing and services.
• Minimize incidents and ensure regulatory compliance through policies, training and audits.
• Support sustainability goals through energy and waste management initiatives.
• Lead development of staff and optimal team structure in a dynamic environment.

Job description

A leader role responsible for overseeing the planning and management of all facilities and infrastructure of Harbour City - a sizable commercial complex encompassing shopping mall and Grade A offices.

Key Responsibilities

Oversee the Technical Department, covering all aspects of facilities management, risk management, ensuring compliance with regulatory requirements to provide a safe, clean, and well-maintained environment for all stakeholders.

Repair and Maintenance

• Plan, manage, monitor, and control premises maintenance, improvement, addition & alteration, and fit-out projects; review and upgrade technical standards and specifications; oversee tendering and contractor management.
• Lead repairs and maintenance operations, including preventative and corrective maintenance programs, to maximize asset longevity and operational efficiency.

Procurement / Budget and Expenditure Management

Proactive management of the entire procurement / outsourcing process with reference to budget, from needs justification, vendor sourcing, quality and quantity rationalization, to receiving management and ongoing contractors monitoring.

Risk Management and Regulatory Compliance

Minimize incidents (including health and safety) of all kinds and ensure all regulatory compliance in an efficient manner by policies and systems, stakeholders training and education, and post-mortems.

Sustainability

Support the Group in achieving its various sustainability commitments by energy and waste management, environmental protection, and other available means.

Team Management and Development

Oversee the department as a whole with reference to business needs, industrial trend, and market change, by ensuring optimal team structure, identifying training needs, and incubating and developing potential staffs.

Requirements

• University graduate in Building Services Engineering, Facilities Management and Maintenance, or related disciplines.
• At least 15 years of proven management experience in large-scale, multi-functional commercial complexes, with demonstrated leadership skills in a highly disciplined environment.
• Professional knowledge of building systems, risk management, sustainability practices, and regulatory requirements.
• Recognized professional membership of HKIE, CIBSE, IMECHE, HKIS, or equivalent.
• Strong leader committed to continuous improvement, resourceful in problem-solving, and equipped with excellent analytical and people management skills.
• Experience in implementing smart building technologies and digital solutions is a plus.
• High level of integrity, professionalism, and accountability.
• Proficient in spoken and written English and Chinese.
