Technical IT Project Manager - Enterprise Cloud / App Migration - J13324

About the Client: We are partnering with a highly respected financial institution in Hong Kong. They are embarking on a major, multi-year technology initiative to diversify their infrastructure and reduce supply-chain risks. The environment is structured, highly formal, and requires individuals who can navigate complex stakeholder maps while driving vendors to deliver on time.

The Role & Landscape: You will take ownership of one of several core workstreams (ranging from banking applications to shared data platforms). You won’t just be tracking dates on a spreadsheet; you will need enough technical depth to spot architectural risks, manage vendor delivery quality, and prevent non-compliant designs.

Manage end-to-end delivery of application migrations to private cloud environments.

Coordinate internal business units, infrastructure teams, and external vendors (including mainland Chinese tech suppliers).

Control budgets, track expenditures, and maintain a rigorous risk register.

Ensure the work adheres to secure-by-design principles and strict governance frameworks.

What We Are Looking For:

7+ years of IT Project Management experience, ideally with a background in software development or technical engineering.

Proven history of delivering complex application revamps or private cloud migrations.

Strong vendor management capability; you know how to hold third parties accountable.

Fluency in Mandarin, English, and Cantonese is strictly required for cross-border vendor interaction.

Resilience and patience to operate in a heavily matrixed, formal organizational structure.
