Job summary

A leading financial regulator in Hong Kong seeks a Program Manager to drive a large-scale migration initiative. The role requires coordinating across governance bodies and multiple workstreams, liaising with senior executives and external partners to ensure timely, quality delivery.

The ideal candidate has 7+ years of IT program leadership, strong English and Mandarin communication, and a background in private cloud deployments is advantageous.

Qualifications

• 7+ years of IT program or project management experience in large-scale, multi-year digital transformation programs.
• Proven ability to manage stakeholders and vendors including C-suite executives and external partners.
• Strong cross-functional leadership across infrastructure, security, architecture and application teams.
• Proactive problem-solving, accountability and independence in driving delivery.

Responsibilities

• Oversee end-to-end delivery of migration projects across multiple workstreams.
• Act as liaison to C-suite, steering committees, and vendors with regular progress updates.
• Govern programme budget, governance, and financial controls for multi-year initiatives.
• Identify and mitigate programme-level risks and cross-project dependencies.
• Coordinate efforts across project managers, infrastructure, security, and architecture teams.

Job description

Our client is a leading financial regulator in Hong Kong, they are looking for Program Manager for driving large-scale migration project.

RESPONSIBILITIES

• Oversee the end-to-end delivery of the private cloud deployment and overall applications migration in multiple workstreams, ensuring alignment on timeline, scope, and quality.
• Act as the primary liaison for C-suite executives, internal steering committees, and third-party vendors, providing regular updates on progress and strategic alignment.
• Manage programme governance, budgeting and financial controls in line with the multiple years’ initiative.
• Identify, track, and resolve programme-level risks, cross-project dependencies, and critical path blockers to ensure timely delivery.
• Drive and integrate efforts across project managers and subject matter experts in infrastructure, platform, security, application development, and architecture.

REQUIREMENT

• 7 years or more of experience in IT program or project management, with a proven track record in leading multiple years, large-scale digital transformation initiatives.
• Excellent stakeholder and vendor management skills with the ability to communicate effectively with C-suite executives, internal and external partners.
• Excellent leadership in coordinating cross-functional teams, including infrastructure, security, architecture, application development, and platform experts.
• Proven ability to work independently with strong accountability, proactively identifying, assessing, and managing emerging issues without constant supervision.
• Strong analytical, problem-solving, and decision‑making abilities.
• Excellent command of English and Chinese, with fluency in Mandarin.
• Relevant experience in private cloud deployment is an advantage.
• A formal qualification for project management or equivalent is highly desirable.
