We are representing a premier financial institution in Hong Kong. They are executing a strategic, multi-year mandate to mitigate supply-chain risk by diversifying their technology footprint across internal applications, data platforms, and cloud infrastructure. The environment is highly structured and requires significant political capital and governance expertise to navigate.
You will sit above five core project delivery streams, acting as the glue between technical execution, external vendors, and the C-suite. You will be responsible for the financial health, governance, and risk mitigation of the entire transformation program.
Oversee the end-to‑end delivery of private cloud deployments and legacy application migrations.
Run internal steering committees, acting as the primary liaison for executive leadership.
Manage program‑level budgets, financial controls, and resource contingencies.
Identify critical path blockers across infrastructure, security, and application development teams.
7+ years of IT Programme or complex Project Management experience.
Track record of leading multi-year digital transformation or infrastructure initiatives.
Exceptional executive presence; you know how to manage C-level expectations and deliver bad news constructively.
Strict fluency in Mandarin, English, and Cantonese.
High autonomy—you proactively hunt down cross-project dependencies rather than waiting for updates.
This isn’t a standard maintenance program. It is a highly visible, strategic initiative reshaping the technology backbone of a major market player. It offers substantial budget control, deep executive exposure, and the opportunity to dictate the governance of a massive, cross-cultural technology rollout.
