Job summary

Hong Kong College of Technology invites an experienced Centre Manager to lead our service centre in Hong Kong, directing day-to-day operations and strategic initiatives to advance lifelong learning in the community.

You will design annual plans, manage budgets, build partnerships with funding bodies and stakeholders, and drive program delivery while maintaining high standards and timely outcomes in a fast-paced environment.

Qualifications

• A bachelor's degree or above, preferably in a related discipline.
• At least 15 years of relevant social services experience, including 8+ years in centre and project management.
• Strong analytical and organizational abilities with multi-priority management.
• Experience in partnerships and stakeholder development to identify training gaps and solutions.

Responsibilities

• Provide effective leadership for the service centre, ensuring day-to-day operations run efficiently.
• Lead planning and delivery of centre-based experiential and partnership programmes.
• Translate objectives into annual operational and activity plans with budgeting oversight.
• Build relationships with funding bodies and stakeholders to strengthen collaboration.
• Oversee the centre's service portfolio, monitoring standards, funding requirements and outcomes.
• Undertake other responsibilities as assigned by management.

Responsibilities:

• Provide effective leadership for the service centre, providing purpose-driven skills training support services to engage service targets, ensuring the centre's day-to-day operations, administration and resources are managed efficiently
• Lead the planning and delivery of centre-based experiential and partnership programmes, activities and services to support Institution's goals and community needs and to promote lifelong learning of new skills
• Translate Institution's objectives into annual operational and activity plans, supported by prudent budgeting, financial monitoring and resource allocation
• Build and maintain constructive relationships with funding bodies and other stakeholders to strengthen collaboration and support service development
• Oversee the centre's service portfolio, monitoring delivery standards, contractual or funding requirements, performance indicators and agreed outcomes
• Undertake other responsibilities as assigned by management

Requirements:

• A bachelor's degree or above, preferably in Social Sciences, Public Administration, Management or a related discipline
• At least 15 years of relevant experience in the social services sector, including a minimum of 8 years in centre management and project management
• Strong analytical and organizational abilities, with the capacity to manage multiple priorities and deliver quality work within tight deadlines
• A mature and resourceful leader with a strategic outlook, strong personal drive and creativity to respond effectively to evolving service needs
• Strong partnership development experience, with the ability to establish and expand networks with stakeholders to identify training gaps and develop appropriate training solutions.
• Sound administrative and interpersonal skills, together with the ability to remain effective in a demanding work environment
• Familiarity with market trends of AI and new skills training, as well as practical applications of Artificial Intelligence (AI)
• Relevant qualifications and experience in training and counseling service preferred;
• Proficiency in Microsoft Office applications
• Proficiency in spoken and written English and Chinese(including Putonghua)
• Practical experience in ERB programmes or related services would be a distinct advantage
