Job summary

The Hong Kong Examinations and Assessment Authority invites applications for an IT Application Lead. This role leads POC exercises, drives full software lifecycle development and provides technical guidance to engineering teams in a secure, scalable environment.

You'll conduct architecture assessments, identify modernization opportunities, coordinate security activities, and enforce secure coding standards across the SDLC, while integrating AI initiatives into web and mobile projects.

Qualifications

• Bachelor's degree in Information Technology, Computer Science or related disciplines.
• 6+ years' post-qualification experience in application development with large-scale systems preferred.
• Experience with full-stack software engineering and modern development frameworks.
• Experience in system architecture design for modernization/refresh projects.
• Secure coding standards and automated testing/tools experience (e.g., SonarQube).
• Hands-on AI/ML experience and integration into apps.
• Mobile application development is an advantage.
• Strong communication in English and Chinese.

Duties

• Establish, enforce and maintain secure coding standards and practices, and quality assurance gates across all phases of the software development lifecycle (SDLC); and
• Integrate AI initiatives and emerging technologies into web and mobile development projects.

Requirements

• A Bachelor’s degree in Information Technology, Computer Science or related disciplines;
• At least 6 years' post-qualification experience in application development. Experience with large-scale application systems is highly preferred;
• Strong full-stack software engineering background with hands-on experience in related technologies and frameworks;
• Solid practical experience in the following areas:
  • System architecture design for large-scale application modernization or technology refresh
  • Development and maintenance of high-availability and mission-critical systems
  • Database design and development (e.g. Oracle, PostreSQL, MySQL)
  • Cloud-based or Cloud-native application development (e.g. Azure, AliCloud or GCP)
• Proficiency in secure application development standards, automated testing and code quality governance tools (e.g. SonarQube);
• Hands-on experience in implementing AI/ML technologies and agentic AI tools;
• Experience in mobile application development is an advantage;
• Self-motivated and innovative, with strong analytical, problem-solving, communication and interpersonal skills; and
• Good oral and written communication skills in both Chinese and English.

Employment Terms

The remuneration package will be commensurate with qualifications and experience. Appointment will be on a fixed-term contract with contract-end-gratuity, MPF benefits, medical and dental care. Future employment may be offered on renewable contracts subject to performance and staffing needs.
