Job summary

The Hong Kong Jockey Club is seeking a senior PM Change Delivery lead within the IT Change Department to advance delivery capability across agile, waterfall and hybrid methods. You will oversee reviews, templates, and governance across IT initiatives in HK and Shenzhen.

You will lead delivery risk identification, strategies for improvement, and uplift project management discipline. English proficiency, 10+ years PM experience and a strong collaborative mindset are essential.

Qualifications

• Bachelor's degree in a relevant field (Arts/Law/IT/Engineering etc.).
• 10+ years of hands-on PM experience in a large organisation; 5+ years in leadership.
• Effective interpersonal and communication skills.
• Strong knowledge of programme and project management practices (Agile and PMP).
• Highly collaborative and team-oriented.
• English proficiency (written and spoken).
• Microsoft Office proficiency (Word/Excel/PowerPoint/Project).
• Self-motivated with problem-solving and can-do attitude.
• Track record delivering projects across industries.
• Strong relationship-building and influencing abilities.

Responsibilities

• Lead the adaptation, implementation and continuous enhancement of the IT Division’s Change Delivery capability.
• Oversee delivery reviews and assurance evaluations across IT Division initiatives across the delivery lifecycle.
• Design and maintain high-quality PM and assurance templates under guidance of Change Management Lead.
• Implement and maintain standardised frameworks, tools and templates for Programme/PM Assurance.
• Review technology programmes against agreed success criteria and provide governance insights.
• Assess IT projects to determine delivery status and areas for improvement.
• Develop and follow up action plans for IT initiatives to improve delivery health.
• Champion uplift of project/programme management capability across HKJC and IT Division.
