Job summary

Leadingnation in Hong Kong seeks an experienced procurement leader to oversee policy formulation, team supervision, and supplier governance. You will drive tendering exercises, evaluate proposals, and advise on awards in line with strategic priorities.

The role requires a degree in a related field and at least eight years of experience, including three in leadership. Strong English and Chinese skills, plus ERP experience, are essential.

Qualifications

  • A recognized degree in Procurement, Supply Chain Management, Logistics, Business, or a related discipline; holder of CIPS or CPSM advantageous.
  • A minimum of eight years of relevant experience in sizable organizations, with at least three years in a supervisory role.
  • Solid understanding of governance and compliance requirements in the public sector.
  • Hands-on experience with ERP systems is preferred.
  • Strong negotiation, analytical and numerical abilities.
  • A good team player with responsibility, interpersonal skills and time management.
  • Proficiency in English and Chinese; Putonghua a plus.
  • MS Office proficiency and Chinese word processing.

Responsibilities

  • Supervise the procurement team and resolve day-to-day operational issues; drive continuous process improvement.
  • Lead tendering exercises, evaluate tenders and supplier proposals; make award recommendations to the Tendering Board.
  • Oversee the development and maintenance of the authorized supplier list and monitor vendor performance.
  • Collaborate with internal stakeholders to align procurement with strategic and operational priorities.
  • Identify procurement risks and implement controls to ensure compliance with policies and regulations.
  • Prepare and manage budgets for the procurement team and assist in monitoring project budgets.
  • Perform ad hoc duties as assigned.

Job description

  • Supervise the procurement team

  • Oversee the development and maintenance of the authorized supplier list

The appointee will be required to:

  • Formulate, review, and oversee the procurement procedures and policies of the Institute;
  • Supervise the procurement team, resolve day-to-day operational issues and drive continuous improvement in procurement processes and systems to enhance efficiency;
  • Lead tendering exercises, evaluate tenders and supplier proposals, and make recommendations for award to the Tendering Board;
  • Oversee the development and maintenance of the authorized supplier list, ensuring vendor performance and compliance;
  • Collaborate with internal stakeholders to understand procurement needs, support strategic planning, and ensure alignment with operational priorities;
  • Identify procurement risks and implement controls to ensure compliance with internal policies and external regulations;
  • Prepare and manage budgets and resources of the procurement team, and assist in monitoring the procurement budget of R&D Projects; and
  • Perform ad hoc duties as assigned.
Requirements
  • A recognized degree in Procurement, Supply Chain Management, Logistics, Business, or a related discipline; holder of CIPS or CPSM a definite advantage;
  • A minimum of eight years of relevant experience in sizable organizations, including at least three years in a supervisory role;
  • Have a good understanding of governance and compliance requirements in the public sector;
  • Hands-on experience with ERP systems is preferred;
  • Strong negotiation skills, along with excellent analytical and numerical abilities;
  • A good team player with a strong sense of responsibility, good interpersonal and effective time management;
  • Good command of both written and spoken English and Chinese, fluency in Putonghua is an advantage; and
  • Proficiency in MS Office applications and Chinese word processing.

An initial 2-year contract will be offered to the successful candidate of the post. Re-engagement thereafter is subject to mutual agreement.
