Job summary

Morgan McKinley is seeking a Head of Procurement to oversee strategic sourcing, drive governance, and support senior stakeholders in a complex environment in Hong Kong.

You will lead category management, enhance e-procurement adoption, and ensure compliance with regulatory standards while delivering value across supplier relationships and internal audits.

Qualifications

• 15+ years of progressive procurement management experience.
• Experience with e-procurement systems and category management.
• Strong leadership, coaching, and change management skills.
• Excellent English and Chinese (Mandarin) communication.

Responsibilities

• Provide strategic guidance and governance oversight to drive continuous improvement and value creation.
• Oversee procurement operations, tenders and contract terms, and lead negotiations for value for money.
• Drive procurement transformation with demand planning, category strategies, and e-procurement initiatives.
• Deliver strategic advice on audits, governance, and compliance strengthening.

• Provide executive support and handle strategic ad-hoc tasks.

Job description

This is a Head of Procurement position oversees strategic sourcing, drives process excellence, ensures strict governance compliance, and providing strategic support to senior stakeholders.

Responsibilities

• Provide strategic guidance and governance oversight to drive continuous improvement, sustainable procurement, operational excellence, and value creation across all supplier relationships.
• Oversee daily procurement operations, tender specifications, and contract terms while leading negotiations to achieve value-for-money outcomes are aligned
• Facilitate procurement transformation by developing demand planning frameworks, category management strategies, and e-procurement digitalization initiatives.
• Deliver strategic advice on property acquisitions, special projects, ICAC recommendations, and internal audit reviews to strengthen compliance and institutional governance.
• Develop, update, and enforce procurement policies and sustainable practices to ensure strict adherence to regulatory standards.
• Provide high-level executive support to the senior team and handling strategic ad-hoc tasks as assigned.

Requirements

• Bachelor's degree in Business Administration, Supply Chain Management, Procurement, or a related discipline; CIPS or equivalent professional accreditation is strongly preferred.
• At least 15 years of progressive procurement management experience
• Solid experience with e-procurement systems, category management frameworks, and procurement compliance standards.
• Proven team leadership skills with a track record of coaching, motivating, and retaining talent while effectively managing organizational change.
• Strong analytical, problem-solving, and negotiation skills with a detail-oriented mindset and the ability to work independently under tight deadlines.
• Excellent command of written and spoken English and Chinese, including Mandarin.
