We are seeking a highly capable and strategic Senior Procurement Manager to join our team.
While your primary focus will be on technology categories (IT infrastructure, SaaS, and FinTech systems), you will also oversee broader global centralized procurement initiatives.
We already have an established procurement foundation; we need an expert who can drive our infrastructure from "1 to 10"—scaling, optimizing, and integrating our current SI procurement systems. You will be responsible for vendor consolidation, cost‑control strategies, and navigating cross‑border compliance, all while collaborating closely with international teams and delivering regular insights to senior management.
Key Responsibilities
- Category Management & Strategy: Lead global and regional centralized procurement across various categories, with a heavy emphasis on IT, SaaS, and FinTech tools, while managing other corporate procurement needs as required.
- Infrastructure Optimization (1 to 10): Take charge of scaling, optimizing, and upgrading our existing procurement infrastructure and SI systems, turning established processes into highly efficient, mature workflows.
- Commercial Negotiation & Cost Control: Drive large‑scale commercial negotiations to consolidate vendor portfolios, maximize spending efficiency, and deliver a proven track record of cost reduction.
- Cross‑Border Transactions & Tax Compliance: Manage cross‑jurisdictional procurement operations and offshore payment workflows, utilizing a solid understanding of basic cross‑border settlement taxation (e.g., Withholding Tax).
- Risk & Regulatory Compliance: Partner with data security and compliance teams to conduct vendor risk assessments. Ensure alignment with regional financial regulations, particularly the Hong Kong SFC guidelines on outsourcing and third‑party risk management, with a foundational understanding of GDPR and the EU DORA act.
- Stakeholder Management & Reporting: Act as a central bridge between departments and stakeholders. Prepare and deliver clear, data‑driven procurement reports and strategic updates to senior management.
Qualifications & Requirements
- Experience: Minimum 6–8 years of cross‑border procurement experience. Must include at least 3 years of hands‑on experience in centralized procurement.
- Industry Background: Prior experience in top‑tier tech giants, internet companies, or leading FinTech firms is highly preferred. You should bring a strong awareness of data security standards typical of these environments.
- Pace & Working Style: Proven ability to thrive as an Individual Contributor in a fast‑paced, high‑precision environment. Excellent project management skills and a strong "big picture" mindset.
- Systems & Tools: Hands‑on experience with large‑scale ERP/SRM systems. Familiarity with Lark or similar agile collaboration tools is a plus.
- Certifications: Professional credentials such as CIPS or CPSM are highly advantageous.
- Language Skills: Fluent in English and Chinese (Mandarin and/or Cantonese). Must be fully capable of handling complex English business contracts and leading international negotiations.
