Job summary

Oxfam Hong Kong is looking for a Manager – Operations and Governance (2-year contract, renewable) to strengthen governance, compliance, risk management, and operational effectiveness across Finance, HR&A, and IT. The role collaborates with SMT, Directorate, auditors, and advisers.

Qualifications

  • Degree holder preferably in Business Administration, Public Administration, Governance, Corporate Secretarial Practice, Law, Human Resources, Accounting, or a related discipline.
  • At least 8 years of relevant working experience in NGO/public/charitable sector.
  • Experience in governance, compliance, risk management, committee administration, legal coordination, policy implementation, or organisational operations is an advantage.
  • Demonstrated ability to coordinate cross-functional projects and manage multiple stakeholders.
  • Strong analytical, problem-solving, organisational, and project coordination skills.
  • Excellent communication and interpersonal skills, English and Chinese (Putonghua).
  • Proficiency in Microsoft Office and digital collaboration tools.

Responsibilities

  • Governance, Compliance and Policy Management: develop, implement, review and communicate governance, compliance and policy frameworks; coordinate policy reviews; facilitate staff communication; monitor compliance and coordinate follow-up actions.
  • Operational Coordination and Organisational Effectiveness: foster cross-functional collaboration across Finance, HR&A, IT, and Administration; coordinate projects and initiatives; support process improvement and system enhancements; promote digital tools adoption.
  • Secretariat Support and Reporting: serve as secretary to committees; prepare papers and governance documents; conduct research and compile reports; consolidate unit updates.
  • Projects & Operational Support: monitor budgets and expenses; support HR, office, and sustainability projects; assist with travel and volunteer programs.

Job description

Manager – Operations and Governance (2-year contract, renewable)

S/He assists the Director of Operations in strengthening organisational governance, compliance, risk management, and operational effectiveness across Finance, Human Resources & Administration (HR&A), and Information Technology (IT). S/he collaborates closely with members of the Operations Unit, staff across other Units, including the Senior Management Team (SMT) and the Directorate, as well as external stakeholders such as legal advisers, auditors, and trademark agents where required.

Key responsibilities include:

Governance, Compliance and Policy Management
  • Support the development, implementation, review, and communication of organisational governance, compliance, and policy frameworks.
  • Coordinate policy reviews and updates across the organisation to ensure alignment with legal requirements, regulatory standards, and organisational priorities.
  • Support the implementation of organisational policies and guidelines, including facilitating staff communication and awareness.
  • Monitor compliance matters and coordinate follow-up actions with relevant stakeholders.
Operational Coordination and Organisational Effectiveness
  • Facilitate collaboration and communication across Finance, HR&A, IT, and Administration functions to ensure effective operational delivery.
  • Coordinate cross-functional projects and organisational initiatives assigned by the Director of Operations.
  • Support process improvement initiatives and system enhancement projects that strengthen operational efficiency and service quality.
  • Support the adoption of digital tools, automation, and AI-related initiatives within the Operations Unit and across the organisation where appropriate.
  • Assist the Director of Operations in monitoring progress on strategic priorities and organisational improvement initiatives.
  • Coordinate the maintenance and regular review of the agency-wide Risk Register.
  • Monitor risk mitigation actions and provide regular updates and reports to SMT, Council, and relevant Committees.
  • Coordinate Internal Audit reviews and follow-up actions, ensuring timely implementation and escalation of outstanding issues.
  • Coordinate the review of contracts, legal documents, and other legal matters with internal stakeholders and external advisers.
  • Support legal and compliance matters, including intellectual property and trademark administration where required.
Secretariat Support and Reporting
  • Serve as secretary to the Finance, Risk and Audit Committee, Human Resources Committee, and other task forces and working groups under the Operations Unit, including meeting coordination, agenda preparation, documentation management, minute taking, and follow-up actions.
  • Prepare, edit, and compile meeting papers, reports, briefing materials, governance documentation, and presentations to support decision-making and organisational governance processes.
  • Conduct research, analysis, and prepare reports, recommendations, and briefing papers to support operational and strategic decision-making.
  • Consolidate Unit reports and organisational updates for the Director of Operations.
  • Maintain governance records and ensure timely submission, filing, and follow-up of meeting documentation and action items.
Projects & Operational Support
  • Monitor budgets, track expenses, and identify opportunities to improve efficiency
  • Support HR, office, and sustainability-related projects
  • Assist with travel arrangements, volunteer programmes, and ad hoc tasks
Requirements:

  • Ability to work independently and exercise sound judgment in handling sensitive and confidential matters.
  • Excellent written and spoken English and Chinese, including Putonghua.
  • Strong proficiency in Microsoft Office applications and digital collaboration tools.
  • Knowledge of AI governance, digital transformation, and process improvement concepts is an advantage.
