Job summary

Chong Hing Bank Limited in Hong Kong is seeking a senior IT leader to become Head of Agile Development. You will steer multiple development teams and ensure robust SDLC practices across the bank's technology platforms.

You will promote Agile methodologies (Scrum, Kanban, Lean), mentor Scrum Masters and Product Owners, and drive delivery across departments, ensuring alignment with strategic objectives. A strong banking background is preferred.

Qualifications

• Bachelor degree in Information Technology or Computer Science or equivalent.
• Master’s degree is preferable.
• 15+ years IT experience with at least 10 years IT management in banking/finance.

Chong Hing Bank Limited was founded in Hong Kong in 1948. The Bank and its subsidiaries (including Chong Hing Securities Limited and Chong Hing Insurance Company Limited) offer comprehensive commercial banking and financial services to individual and corporate customers. These services include HKD and foreign currency deposits, credit, foreign exchange, wealth management, investment, securities, insurance and mandatory provident fund. The Bank currently operates a network of more than 30 branches in Hong Kong as well as 1 branch in Macau, 17 branches and sub-branches in Mainland China. Responsibilities

• In-charge the assigned Department to ensure effective and efficient system services / supports are provided to achieve both short and long-term business goals
• Formulate/review technology development strategy to synchronize with the Bank's business objectives and devise implementation road map for the Banks's technology platform Review strategy and roadmap from time to time and make necessary adjustments, catering to the business environment and technological changes
• Develop and implement IT policy and procedures to ensure proper IT control is in place so as to mitigate the Bank exposure
• Prioritize projects and system change requests in line with the Bank's business objectives and direction
• Ensure the "system development life cycle" (SDLC) is executed properly in the department and the deliverables meet the specified requirements in terms of quality, timeliness, compliance and budget
• Lead and mentor Agile development teams, including Scrum Masters, Product Owners, and Development Teams
• Oversee the implementation of Agile methodologies (e.g., Scrum, Kanban) across multiple development teams
• Work closely with business stakeholders, product managers, and other Departments to ensure that Agile initiatives align with business objectives

Requirements

• Bachelor degree holder in Information Technology, Computer Science or equivalent. Master's degree is preferable
• 15 years or above of IT experience with at least 10 years of IT management experience in banking or financial industry. Proven experience as a Head of Agile DEVELOPMENT, Agile Coach, or similar position is preferable
• Experience in managing Agile development teams and technical personnel in software application systems development and maintenance
• Deep understanding of Agile methodologies, including Scrum, Kanban, and Lean
• Strong influencing and negotiation skills and obtaining buy-ins from business and technology stakeholders
• Self-motivated with strong leadership, communication, analytical, problem solving, organizing and project management skills
• Holder of Project Management Professional (PMP), Certified ScrumMaster (CSM), Certified Scrum Professional (CSP) or similar certifications are highly preferable
• Good command of written and spoken English and Chinese as well as fluent in Putonghua
