Job summary

Links International seeks a Head of Risk & Compliance to lead a team responsible for end-to-end risk control and regulatory compliance across cross-border payments. The role oversees the design of a risk control system addressing fraud, fund security, cross-border clearing, and FX fluctuations, while monitoring domestic and international AML and data-security policies.

Qualifications

• Bachelor's degree or above in finance, law, statistics, risk control or related fields.
• CPA or CAMS qualifications are a plus.
• 8–10 years in risk control and compliance in the financial industry.
• 3–5 years of leading risk control/compliance teams in cross-border payments or fintech.
• Proficient in cross-border payments and familiar with regulatory frameworks (FX, AML, licensing).
• Excellent team management and communication; fluent English and Chinese.

Responsibilities

• Lead the team to carry out the entire risk control and compliance process.
• Lead the construction of the risk control system adapted to cross-border payment business, covering risk scenarios like transaction fraud, fund security, cross-border clearing, and FX fluctuations.
• Formulate risk control strategies, model rules, and operating procedures.
• Oversee compliance management, monitor domestic and international regulatory policies on cross-border payments, FX, AML, and data security.
• Oversee major risk control and compliance incidents, establish routine risk monitoring and inspections to provide warnings and resolve risks.
• As core contact for risk control and compliance, liaise with regulators, cooperate with inspections, respond to inquiries, and submit documents.
