Job summary

OSL is seeking a senior Risk Control & Operations leader to build and lead the risk control function from the ground up in Hong Kong. You will balance risk and approval rates across cross-border B2B payments, and design scalable processes for transaction authenticity and on-chain compliance.

You will drive automation, collaborate with Product and Engineering on OCR and risk monitoring, and guide a growing team in a fast-paced, early-stage environment.

Qualifications

• 3+ years in risk control, compliance operations, or related roles within cross-border payments, B2B settlement, or PayTech.
• Team leadership experience, or proven track record of designing and launching operational workflows from the ground up—strongly preferred.
• Strong expertise in B2B trade and payments risk: familiar with international trade cycles, invoices, Bills of Lading, and Customs filings.
• In-depth understanding of stablecoins and cryptocurrency mechanics; on-chain fund tracing familiarity; knowledge of high-risk on-chain activity including mixers and sanctioned addresses.
• Experience reviewing supporting documentation across complex trade scenarios; managing follow-up requests and risk assessment.
• Clear logical reasoning and stakeholder communication; align risk control with business growth objectives.
• Comfortable working hands-on in an early-stage environment with limited tooling; risk-based mindset to tailor review intensity

Responsibilities

• Establish Dual-Track Review SOP and Tiered Risk Framework.
• End-to-End Process Design: Transaction Authenticity & On-chain Compliance.
• Develop Tiered Risk Review Mechanism based on customer risk, volume, fund flow, and behavior.
• Lead Complex Case Resolution for high-complexity edge cases with traceability of funds.
• Design High-Risk Scenario Policy balancing customer experience and compliance.
• Codify expert rules and drive automation with product/engineering collaboration.
• Collaborate with Product and Engineering for OCR, rule engines, and on-chain monitoring.
