Job summary

Seven Elements Investment Holdings Limited in Sheung Wan, Hong Kong, seeks a Cloud Migration Program Manager (1-year secondment) to lead a large-scale cloud migration across ~100 applications and hundreds of servers. You will coordinate governance, vendor management, and cross-functional teams to deliver on time and within budget.

The role requires strong program leadership, stakeholder engagement, and experience in financial services cloud projects, with Fluent English, Cantonese, and Mandarin

Cloud Migration Program Manager (Secondment 1 years) HK$5xK to HK$6xK

The Program Manager will lead a multi-year Cloud Migration Program encompassing nearly 100 applications and hundreds of servers. This role requires strong end-to-end program and project management expertise, vendor governance, and stakeholder engagement to ensure successful delivery within scope, budget, and timeline. The individual will act as a key liaison between internal IT teams, external vendors, and senior leadership.

Program & Project Management

• Provide hands-on management of both small and large-scale projects throughout their life cycle.
• Ensure alignment with program objectives, timelines, and budgets.

Stakeholder Engagement

• Collaborate with project sponsors and key stakeholders to prepare business cases for approval by local and Group EXCOs.
• Prepare program updates and presentations for senior management.

Governance & Reporting

• Govern project managers from application vendors to ensure successful migration delivery.
• Prepare and submit project reporting to Group and local PMO.
• Coordinate vendor sourcing processes, including RFP preparation, Statement of Work (SoW) drafting, review, and sign-off.
• Lead vendor management and oversee off-shore delivery teams.
• Deliver operational excellence by anticipating potential issues and dependencies.
• Highlight project risks and propose solutions or contingency plans for changing business and technical requirements.

Quality & Continuous Improvement

• Maintain analytical rigor and attention to detail.
• Drive consistent improvement in project quality and output.
• Ensure personalized attention while driving team collaboration to deliver high-quality projects on time and within budget.
• Assist the project owner in Statement of Work (SoW) negotiations with external vendors, ensuring deliverables meet business expectations without scope changes throughout the project lifecycle.
• Foster strong relationships with key stakeholders across Business and IT functions to maintain alignment and support successful outcomes.

Internal

Conduct meetings with platform application teams and project teams to review and update project status.

Engage with Compliance, Legal, Ops and Tech Risk teams to assess and address project-related risks.

Collaborate with Finance to review project costs and provide justification for expenditure.

Coordinate with PMO to prepare updates for EXCO reporting.

External

Hold discussions and meetings with outsourced partners and vendors to address project-related matters and ensure alignment on deliverables.

Technical & Program Expertise

Strong program governance, vendor management, and stakeholder communication skills.

Ability to manage multi-vendor environments and off-shore delivery teams.

Expertise in risk management, budget control, and reporting.

Experience working in Agile environments or solid understanding of Agile principles.

Education & Professional Background

Bachelor’s degree or above in Business Management or STEM-related disciplines.

10–15 years of experience in consulting, business operations, or project management, preferably in the financial services industry.

Experience in large, complex change programs within financial services, particularly involving cloud technologies.

Ability to drive project deliveries and meet objectives under tight timelines.

Experience working with diverse teams across multiple work streams.
