Responsibilities:
- Assist the Manager, IT in the day-to-day operation of the Offshore Development Centre ("ODC") Management Office and support the execution of ODC governance and management activities
- Act as the primary operational coordination point between IT teams and ODC partner(s), facilitating communication, issue resolution, and service delivery activities
- Collaborate with ODC partner(s) and IT stakeholders to review demand forecasts, resource capacity, and skill availability, ensuring adequate support for application maintenance, system development, and independent security testing services
- Monitor and track ODC service delivery performance, project progress, resource utilization, service requests, and SLA/KPI compliance; identify exceptions and follow up corrective actions with ODC partners
- Prepare regular ODC operational reports, service performance dashboards, resource utilization reports, and management information for review by the Manager and ODC Steering Committee
- Assist in monitoring ODC-related operational expenditure, contractual commitments, budget utilization, and cost performance
- Support the implementation and maintenance of ODC operating procedures, governance processes, engagement models, templates, and reporting mechanisms established by the ODC Management Office
- Work closely with IT governance functions (e.g. Cybersecurity, Infrastructure, Management Services) to ensure ODC operations, processes, and deliverables comply with Airport Authority IT standards, policies, and security requirements
- Coordinate service reviews, performance assessments, corrective action follow-up, risk tracking, and issue management activities with ODC partners and internal stakeholders
- Coordinate with IT application support and delivery teams to facilitate resolution of operational issues, service risks, resource constraints, and cross-team dependencies
- Manage the ODC Knowledge Portal and maintain ODC-related records, documentation, performance metrics, and knowledge repositories
Requirements:
- Degree in Computer Science, Information Technology, Engineering, Business Administration, or a related discipline, with at least 6 years of relevant IT experience, including a minimum of 3 years in vendor management, service delivery management, PMO support, supplier governance, contract administration, or related functions
- Experience in managing outsourced IT services, application support contracts, ODC managed services, or similar vendor organizations is preferred
- Good understanding of IT application development lifecycle, application maintenance services, service delivery management, and performance monitoring
- Experience in contract administration, supplier performance management, financial monitoring, governance reporting, and service-level management is preferred
- Professional certifications in IT Service Management (e.g. ITIL), Vendor Management, Project Management Professional (PMP), Agile Scrum Master, or related disciplines are advantageous
- Strong stakeholder management, communication, coordination, analytical, and problem-solving skills
- Mature, self-motivated, customer-oriented, and capable of working effectively with internal stakeholders and external service providers
- Excellent command of spoken and written English and Chinese. Knowledge of Putonghua is an advantage
